- THIS IS A PRESOLICITATION NOTICE ONLY PRESOLICITATION NOTICE- Modernize Kitchen & Morgue Project Number 589A4-20-157 Scope of work: The General Description: This project will renovate the existing Morgue and basement In-patient Kitchen, to include the Meals on Wheels offices, to bring the spaces up to current standards. This project will also renovate the loading docks and storage spaces. This project will include, but is not limited to, demolition, new construction of architectural systems, electrical power and lighting (replacing with LED fixtures), HVAC systems, plumbing systems, natural gas, data/voice, and interior finishes. The In-patient Kitchen will be renovated to a smaller area. The new area will take over part of the existing IT space and use part of the existing In-patient Kitchen space. This renovation will also replace the two existing coolers with one bigger cooler and replace the existing freezer with a new freezer. All utilities will be rerouted to line up with the new In-patient Kitchen layout. It will also reroute and realign the HVAC systems to make better use of the AHU s and exhaust fans serving the area where the In-patient Kitchen is located. There will be a new layout to the fire sprinklers and alarm system due to the new layout. The Morgue will be renovated to bring it into modern standards. There will be a new bigger cooler with all new equipment to accommodate the need. The Morgue areas will be turned with-in the existing footprint to make better use of the space along with better functionality. All utilities will be rerouted to line up with the new Morgue layout. It will also reroute and realign the HVAC systems as well. There will be a new layout to the fire sprinklers and alarm system due to the new layout. The Dock area will be renovated to allow one stall to be used for the In-patient Kitchen to help with prevention of food contamination. The roof will be redesigned help prevent water from leaking past the trailers when backed up to the dock. The Estimated construction magnitude range to complete this work is $2,000,000.00 to $5,000,000.00 Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project will be solicited as a Total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification Code (NAICS) for this procurement is 236220 (General Construction Contractors), with a small business size standard of $39.5 million. The duration of the project will be up to 410 calendar days from Notice to Proceed to contract closeout. This completion period includes submittals,all construction work , close-out documents, final inspection and cleanup of the premises and completion of as-built drawings. Award will be made utilizing the Best Value with tradeoffs. Source Selection Process in accordance with Federal Acquisition Regulation Part 15. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions. Offerors are responsible to monitor and download all Solicitation documents, Specifications, Drawings from the Sam contract opportunities website: https://sam.gov/content/opportunities and any amendments that may be issued for this solicitation. In accordance with FAR 52.204-7, Required SAM and in accordance with Veterans Affairs Acquisition Regulation (VAAR) 802.101, VIP Registration, prospective contractors must be registered in SAM and in the VIP databases under the applicable NAICS. The solicitation package and drawings should be available for download on or about July 8, 2022, and the proposal due date will be on or about August 8, 2022. An organized site visit will be scheduled, and the information will be made available at time of solicitation issuance. Only one site visit will be scheduled and interested offerors are highly encouraged to attend.
