Bldg. Suite 4M440 10 Calle Casia San Juan, PR 00921-3201 Subject: FY22 NRM TIER 2 (PROJ 672-22-604) DB Replace Facility Main Feeders at VACHS. Proposed Solicitation Number: 36C24822R0102 DB Phase One Closing Response Date: 07/08/2022 at 04:30 PM AST NCO-8 Contracting Officer is Rey F. Clemente, email: rey.clemente@va.gov This requirement is set-aside for 100% Service-Disabled Veteran-Owned Small Businesses (SDVOSB). General Description: The Department of Veteran Affairs (VA), Veterans Integrated Service Network (VISN) 8, at VA Caribbean Healthcare System, San Juan, Puerto Rico, and NCO-8 intends to issue a Design-Build project. The purpose of this project is for design and construction services for the replacement of all normal power feeders form the main substation to all existing substations on the facility. New feeders shall be rated at 15 KV. Drawings are available for D/B Firm to verify route, length, and capacity of each feeder, but it is the responsibility of the D/B Firm to validate the information on them. Work shall be performed without interrupting normal operations of the facility. Provide new feeder rated at 15KV from main substation to Admin Building substation on existing conduits. Feeder capacity will be same as the existing feeder that is currently in service. Provide new feeder rated at 15KV from main substation to Outpatient Addition (OPA) 2nd Floor substation. Feeder capacity will be same as the existing feeder that is currently in service. Replacement of all standby power feeders from paralleling switch gear to all existing substations on the facility. New feeders shall be rated at 15 KV. Drawings are available for D/B Firm to verify route, length, and capacity of the feeder, but it is the responsibility of the D/B Firm to validate the information on them. Work shall be performed without interrupting normal operations of the facility and stand by power capability. Provide temporary power connection in case no spare conduits are available and there is no redundant feeder available. All electrical equipment and components associated with the feeder s replacement shall be furnished by D-B Team including new splices and miscellaneous electrical equipment if necessary. Perform an assessment of existing manholes to verify existing conditions. Provide necessary wire racks on manholes as required. Provide pest control for termites, roaches and other insects on manholes were required. The design-build contractor shall provide project management including the completion and delivery of all pertinent permits and applications. The design-build contractor shall provide Electrical design in accordance with applicable VA codes, standards, and specifications. All installation of electrical and civil components shall comply with VA, NFPA, and NEC 2020 requirements. The design-build contractor shall provide all testing required for wiring and electrical equipment installation including. Project location is at VA Caribbean Healthcare System, San Juan, PR. The magnitude of construction is: Between $2,000,000.00 to $5,000,000.00, in accordance with VAAR 836.204 (f) (2). The SOLICITATION will be issued on or about June 23, 2022. SITE VISIT: Site Visit has been scheduled for Wednesday, 06/29/2022 at 10:00 AM AST. All Interested Offerors must meet VA Caribbean Healthcare System, Main Hospital Basement Room No. B-13, Engineering and Planning Sections (138) #10 Calle Casia, San Juan, PR 00921-3201. Only one (1) site visit has been scheduled for this project. All information for this solicitation will be posted at GPE at SAM.gov. All interested firms must be registered in the System for Award Management SAM.GOV and must be certified SDVOSB and verified in VIP at https://vetbiz.va.gov before the solicitation due date.
