Description
NTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). This is not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH), Clinical Center (CC), Office of Purchasing and Contracts (OPC) on behalf of the Laboratory of Diagnostic Radiology research(LDRR)), Clinical Center (CC) at the National Institutes of Health (NIH) intends to negotiate and award a contract without providing for full and open competition (including brand-name) to: Olympus America Inc. 48 Woerd Ave. Waltham MA, 02453 United States NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 334516 with a Size Standard 1000. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2022-06, April 26, 2022. This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold. STATUTORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Statement of Work: Procurement of Quantity; Upgrade to Olympus VS200 6-slide scanner and Software. Background The Laboratory of Diagnostic Radiology Research (LDRR) in the Radiology wing of the Clinical Center Hospital on the National Institutes of Health main Campus in Bethesda Maryland. LDRR research facilities include a high-end Olympus VS200 Slide Scanner. Purpose/Justification Upgrading the VS200 oil dispenser system, adding a 60x oil objective, z8 tower, 3 prong power cord, G3 24 in Display, VS200 solution for image analysis, VS200 Deep Neural Network Solution, Fast Emission Filter Wheel, Fast Excitation Filter Wheel, custom Penta, clean bench smooth top table, retractable casters, and compressor for table. Contract Requirements Provide the required components for the VS200 Olympus Scanner upgrade. If there are other sources able to supply the required material, they must respond by submitting a capability statement within the required closing of publication of this synopsis. This notice of intent is not a request for competitive proposals. However, all proposals received prior to the closing date of this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement. �A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
