ATTACHMENT 1 Special Notice: Sources Sought The Department of Veterans Affairs, VISN 08, Bay Pines Veterans Affairs Healthcare System (BPVAHCS) located at 10000 Bay Pines, Blvd. Bay Pines, FL 33744 is looking for certified, Service-Disabled Veteran Owned Small Business (SDVOSB) and Veteran Owned Small Business (VOSB), Small business, and/or other than small businesses sources for the following: 30-90 Day, with the option to extend based on clinical need, Community-Based Emergency Transitional Residential Environment for Veterans who are Homeless with a Serious Chronic Mental Illness. The authority for this procurement is Federal Acquisition Regulation (FAR) 13 Simplified Acquisition Procedures and FAR Part 12, Acquisition of Commercial Items. Place of Performance: BPVAHCS, 100 Bay Pines Blvd, Bay Pines FL 33744, Pinellas County. Period of Performance: The anticipated period of performance for this contract will be from 10/01/2022 through 09/20/2027 for the base year and four (4) one (1) year option periods. Description of Services: 24 Contracted Emergency Residential Services (CERS) beds targeted to homeless/at-risk of homelessness Veterans with Serious Chronic Mental Illness (SCMI) for our Healthcare for Homeless Veterans (HCHV) program given vendor that could meet the needs of homeless veterans as well as the high-quality standards and expectations of the Department of Veterans Affairs to end homelessness among our population. The services will be furnished to Veterans whose care is specifically authorized by the Department of Veterans Affairs, Bay Pines VA Healthcare System (BPVAHCS). CERS programs target and prioritize homeless Veterans who require safe and stable living arrangements while they seek permanent housing. This includes Veterans transitioning from literal street homelessness, Veterans being discharged from institutions who are homeless, including those in need of short-term medical respite or recuperative care, and Veterans who recently became homeless. CERS programs, either directly or through linkages with community and other VA services, provide time-limited services such as supporting mental health stabilization, SUD treatment services, enhancement of independent living skills, vocational training and employment services. Emphasis is placed on referral and placement in permanent housing or longer-term residential programs utilizing VA and community resources. Lengths of stay in CERS typically range from 30 to 90 days with the option to extend based on clinical need. The Contractor shall offer 24-hour supervised environment to include a clean, safe, home-like setting, semi-private or private room with bath access, communal dining with three meals/day and healthy snacks, laundry facilities on site including soaps, and a climate-controlled indoor recreational area for reading, writing, watching television, playing games, relaxing, and/or socializing. In addition, the facility shall be located in Pinellas County. Preference will be given to facilities that can accommodate families and female Veterans. This is a request for sources and information only and it is intended for market research and planning purposes, which may or may not lead to a future solicitation. This is not a request for quotes. The VA will not pay for any information received resulting from this sources sought notice. Requests for copies of a solicitation shall not be honored or acknowledged. SDVOSB or VOSB must be certified in the U.S. Department of Veterans Affairs, Office of Small & Disadvantaged Business Utilization; Vendor Information Pages website at: https://www.vip.vetbiz.gov/ Services and documentation of care provided under the resultant contract shall be subject to quality management and safety standards as established by VA, consistent with the standards published by the Joint Commission (TJC) or equivalent. The contractor shall develop and maintain Quality Improvement/ Quality Assurance Programs and provision of care equal to or exceeding VA Standards for employees. The results of all Quality Improvement activities performed by the contractor involving VA patients will be shared with VA Quality Management Office. Responsibilities of the contractor: It is the contractor s responsibility to provide 30-90 Day Community-Based Emergency Transitional Residential Environment, with the option to extend based on clinical need, for Veterans who are Homeless with a Serious Chronic Mental Illness in the service location of Pinellas County. Conflicts of Interest: Contractor has reviewed applicable Federal, State, and local conflict of interest laws to assure that conflict of interest situations does not inadvertently arise. Confidentiality: Contractor agrees to abide by all applicable Federal laws and regulations pertaining to the privacy of patients and or VA employees, including all Health Insurance Portability and Accountability Act (HIPAA) of 1996/ Information Security regulations as they are implemented within the VA. The contractor also agrees to abide by the confidentiality requirements of the protocols. Only responses from authorized representatives of the firm will be considered. Adequate knowledge, skills, and abilities providing 30-Day Community-Based Emergency Transitional Residential Environment for Veterans who are Homeless will be considered.
