THIS REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. INTRODUCTION: In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information or Solicitation for Planning Purposes, this sources sought is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA), Veterans Health Administration (VHA). Although ""proposal"" and/or ""Offeror"" may be used in this notice, any response will be treated as information only. THIS IS A SOURCES SOUGHT NOTICE ONLY AND INCLUDES INFORMATION REGARDING TIERED EVALUATIONS. This is not a request for proposal. This market research is being conducted to determine the availability and adequacy of potential, verified in the Vendor Information Pages (VIP) database, Service Disabled Veteran Owned Small Businesses (SDVOSBs) and Veteran Owned Small Businesses (VOSBs) interests prior to determining the method of procurement for the Construction Multiple Award Task Order Contract (MATOC) for the VISN 7 Network Contracting Office (NCO) servicing the Alabama, Georgia and Lower South Carolina regions: Tuscaloosa VA Medical Center Birmingham VA Medical Center Central Alabama Veterans Health Care System Atlanta VA Medical Center Charlie Norwood VA Medical Center Carl Vinson VA Medical Center Ralph H Johnson VA Medical Center WM Jennings Bryan Dorn VA Medical Center This solicitation would be issued in accordance with Public Law 109-461, the Veterans Benefits, Healthcare Information and Technology Act of 2006, Section 502 and 503, as a set aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. Interested parties must be able to represent to the Contracting Officer that it is a SDVOSB eligible under VAAR 819.70, a small business concern under the NAICS Code 236220 to this acquisition and listed as a verified SDVOSB in VIP database (http://www.vetbiz.va.gov/). All respondents must also be registered in System for Award Management (SAM) database (http://www.sam.gov). Small Business Concerns are reminded of Title 13 Code of Federal Regulations (CFR) Part 125.6 and FAR 52.219-14, Limitations on Subcontracting.  In the case of a contract for general construction, it will not pay more than 85% of the amount paid by the government to it to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 85% subcontract amount that cannot be exceeded. Cost of materials are excluded and not considered to be subcontracted. Furthermore, contracts using other NAICS Codes under the Subsector 237 Heavy and Civil Engineering Construction and Subsector 238 Specialty Trade Contractors will not pay more than 75% of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 75% subcontract amount that cannot be exceeded. This will be a Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ) Contract for a duration of five (5) years. The VA is anticipating approximately Fifteen (15) IDIQ contracts per region be awarded to compete for each new task order requirement. but shall reserve the right to award more or less than what is anticipated. Typical task orders will consist of providing all, labor, tools, equipment, materials, and supervision needed to provide construction services including renovations/alterations and new construction of hospital space. Significant sub-contracting opportunities can be expected to include a variety of trades including roofing, electrical, plumbing, mechanical, carpentry, roadwork, paving, painting, masonry, fencing, demolition, abatement, and excavation. The main NAICS for this acquisition is 236220, with a size standard of $39.5 Million. However, individual task orders may utilize other NAICS Codes under the Subsector 237 Heavy and Civil Engineering Construction and Subsector 238 Specialty Trade Contractors. The maximum task order amount issued under this MATOC will be $20 Million. The MATOC awards are projected to have a combined total value of $700,000,000. Task orders will be issued against the established MATOC awards for individual projects per geographic zone: Alabama- Birmingham, Tuscaloosa, Central Alabama Georgia- Atlanta, Augusta, Dublin Lower South Carolina- Charleston, Columbia If this is a service your company can provide and are interested in, please respond to this Sources Sought by Friday, July 8, 2022 at 2:00 PM (EST). All responding contractors must specify which specific geographic region, or indicate if more than one, that your firm will be willing to perform Task Order work. Late responses will not be accepted. Responses should include the following: (1) Company Name and Address; (2) Point of Contact -Name and Telephone #; (3) DUNS #; (4) Veteran Owned, Service-Disabled Veteran-Owned Small Business VIP verification; (5) Verify company's ability to provide bonding up to maximum task order amount. Sources Sought is issued for market research purposes in accordance with FAR Part 10. No solicitation is being issued at this time. The Government will not pay for any information submitted in response to this Sources Sought Synopsis. The actual solicitation for the VISN 7 Construction MATOC IDIQ is targeted to be issued in Fiscal Year (FY) 23.
