- Pre-Solicitation Notice for notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source Indefinite Delivery, Indefinite Quantity (IDIQ) contract for a five-year period with AcademyHealth, 1666 K St NW Suite 1100, Washington DC 20006 for consultation, collaboration, develop and implement symposia and workshops on health services research topics for the VA Boston Healthcare System, Research and Development (HSR&D) located at 150 S. Huntington Ave., Boston MA 02130. AcademyHealth is the only vendor that has the competency, capacity, and experience to convene health service researchers, healthcare stakeholders, and the available experts devoted to health services research with experience in collaborating, coordinating, and performing activities. No other entity provides these unique capabilities. Since the intent is to procure this on a sole source basis, no solicitation will be posted to FedBizOps (FBO). A Sources Sought Notice published to FBO on 04/28/2022 under #36C24E22Q0133, returned one small business response but they do not have the research expertise or clientele needed for this requirement. The applicable NAICS code is 813920 with a 16.5 Mil size standard. The PSC is AN11. The authority for this action is FAR 6.302.1-1 Only One Responsible source and no other supplies or services will satisfy agency requirements. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
