NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT:� The Air Force Technical Applications Center (AFTAC), Patrick Air Force Base, Florida, Contracting Office AMIC DET 2 OL/PKA (Patrick AFB FL) intends to solicit and negotiate with one source, Thermo Electron North America, LLC. The statutory authority for this acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1. In accordance with FAR 6.302-1(b)(1)(ii), unique supplies or services available from only one or a limited number of sources with unique capabilities.� The scope of this non-personal services is to provide comprehensive maintenance service for Ciambrone Radiochemistry Laboratory (CRL's) instrumentation CAP Qa Quadrupole ICP-MS Spectrometer -Element ICP-MS, CD Conductivity Detector, ICS-3/ICS-5, Neptune Plus Bundle 3 Jet Interface+SEM, Dual Pump Analytical Isocratic and Grad, Thermal Compartment-two 6-port injection, Variable Wavelength Detector Single Wave, Detector Compartment Dual Temperature Z, and UltiMate 3000 AFC-3000 Automated Fraction.� The North American Industry Classification System Code (NAICS) is 334516 with a size standard of 1000. It has been determined that Thermo Electron North America, LLC, which is a part of Thermo Fisher Scientific, is the only responsible source capable of providing this service. No solicitation package will be issued. This notice of intent is not a request for competitive proposals; however, interested parties may identify their interest and capability by written notification no later than 11:00 P.M., ET, on 8 July 2022. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon the responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. 5352.201-9101 OMBUDSMAN (OCT 2019) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.�� (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Lt Col Aaron D. (d) The ombudsman has no authority to render a decision that binds the agency.
