- The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) has a requirement for services for a contractor to develop and provide an operationally driven mobile application (app) that will allow on-base EMS providers to rapidly perform the medicine specified in their command�s medical protocols, allowing the standardization of care across the entire command.� ERDC-CERL intends to award a purchase order on a sole source basis to Muru Inc in accordance with FAR 13.106-1(b)(1). Market research performed to date identified several vendors providing mobile applications that operate similar to what is required; however most are limited in breadth of content and have low investment in technology to date.� Muru Inc. is has been found to be the only sole source capable of providing services to fulfill the current requirement.� Muru Inc.�s uniqueness is found in the following features and services that they currently offer: Intelligent search - The ability to answer any question with the same sophistication as Apple�s Siri or Amazon�s Alexa, so the medic can get the information they need within 5 seconds. All other offerings took longer than 5 seconds to locate the information or supplied it in a format that requires additional steps before applying the treatment to the patient. This is your standard �control F� where it simply searches the text documents for the exact text entered.� There is no spell check or filtering for relevant use of the phrase, and no ability to ask questions.� Individual Customization - Each medic receives a customized experience across multiple variables, making the interaction far more valuable. This customization includes: certification (emt, paramedic, 18d, 68w1, etc.); equipment inventory; medication inventory; and protocols and advisories.� Monitoring Content Services - A suite of services based on industry expertise. Muru actively collects information the medic needs and monitors these numerous sources for any updates. This includes the protocols, regional/state advisories, hospitals, equipment, and medications. All other vendors required the customer to upload the content. Muru's current technology covers a breadth of information that no other offering currently does, and because no one else is offering this type of service currently there is no other vendor able to begin right away on tailoring to meet the government�s specific requirement. All of this information is critical to the success of the medic in treating their patient in the field.� Because of these reasons Muru Inc is the sole source for this procurement. This is not a request for proposal and in no way obligates the Government to award any contract. This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government�s acquisition strategy. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
