Description

This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Lab Products LLC dba Lab Products Inc. (Lab Products) to acquire Zytem One Cages and accompanying components. In response to the COVID pandemic, the Division of Clinical Research (DCR)'s Office of Chief Scientist, Integrated Research Facility (OCSIRF) (collectively �Program�) has conducted many animal studies to identify effective treatments for COVID-19 over the past two years. Repeated use and steam sterilization process has caused many of the cages to become cloudy, making it difficult to make good observations of the animals inside the cages. These cages and cage systems were manufactured by Lab Products. Program is requesting these specific types of cages from Lab Products because they are the only suitable option to replace existing cages that are damaged. Lab Products cages and caging systems use a proprietary design, so only these cages are specifically compatible with the One Cage system currently in use at the IRF laboratories. These are the only type of high containment cages that will work with the other components currently in use, including microisolator tops, feeders, and the ventilated racks. The specific model is: Zytem One Cage modified air grommet with nut. Item # 80721-GA-M.� The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR QUOTE.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email subject line to reference NOI-NIAID-2128552 to Lu Chang at � by 3:00 pm eastern standard time July 1st, 2022.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
