- DLA Strategic Materials intends to purchase 5,000 metric tons (MT) of Electrolytic Manganese Metal (EMM) flakes with a minimum manganese (Mn) content of 99.00% by mass. �This is a combined synopsis solicitation for the acquisition of commercial items with additional information included in attachments. The contractor shall deliver no more than 300 MT per month and no more than 60 MT each day to the Government until the contractor delivers a total of 5,000 MT of EMM. �The period of performance is a base period of 24 months in which product delivery must begin within 180 days after date of award.� Questions or clarifications in response to this solicitation must be submitted NLT June 3, 2022, at noon, EST.� Please submit all questions to the DCSO-F2 Contracting inbox at DCSO-F2Contracting@dla.mil with �SP8000-22-R-0002:� EMM Solicitation Clarification Request� in the Subject line.� AMENDMENT 001 TO SOLICITATION SP8000-22-R-0002� Solicitation SP8000-22-R-0002 is hereby amended as follows: 1. The response date is hereby changed from June 20, 2022 at 12:00 pm noon EST to June 22, 2022 at 12:00 pm noon EST. 2. Clause 252.215-7016 NOTIFICATION TO OFFERORS�POSTAWARD DEBRIEFINGS (MAR 2022) is hereby incorporated.� Full text can be found at acquisition.gov.� 3. Attachment B Evaluation Criteria Electrolytic Manganese Metal is�hereby updated.� See Attachment B Revision 1, June 10, 2022 Evaluation Criteria Electrolytic Manganese Metal. 4. Questions and answers submitted in response to the solicitation are provided in Attachment titled ""Responses to Questions_EMM SP8000-22-R-0002_Final"".� AMENDMENT 002 TO SOLICITATION SP8000-22-R-0002� Solicitation SP8000-22-R-0002 is hereby amended as follows: 1. A revised Statement of Work (SOW) is hereby incorporated and replaces the previously published SOW.� 2. An updated/revised SF1449 - Combined Synopsis/Solicitation_EMM_Rev1 is hereby incorportated and replaces the previous SF1449. (See Updated SF1449). 3. Additional Questions submitted in response to Solicitation Number: SP8000-22-R-0002 dated June 14, 2022.�� AMENDMENT 003 TO SOLICITATION SP8000-22-R-0002� Solicitation SP8000-22-R-0002 is hereby amended as follows: 1. The response date is hereby changed from June 22, 2022 at 12:00 pm noon EST to June 29, 2022 at 12:00 pm noon EST.� AMENDMENT 004 TO SOLICITATION SP8000-22-R-0002� Solicitation SP8000-22-R-0002 is hereby amended as follows: 1. An updated SF1449 - Combined Synopsis/Solicitation_EMM_Rev2 is hereby incorportated with the new ""Offer Due Date"" and replaces the previous SF1449 - Combined Synopsis/Solicitation_EMM_Rev1.
