Description
SYNOPSIS: This Request for Information (RFI) is for planning purposes only. It is not to be construed as a commitment by the Government nor will the Government pay for the information solicited.� No solicitation document exists or is guaranteed to be issued as a result of this RFI.� The Joint Program Executive Office for Chemical and Biological, Radiological and Nuclear Defense (JPEO-CBRND) is providing the information in the areas listed below in order to inform private entities (academic, non-profit and commercial) of a potential forthcoming Request for Prototype Proposal (RPP) under the Counter Weapons of Mass Destruction Other Transaction Authority (CWMD OTA) contract vehicle.� Electronic responses to this RFI are not required, however if interested, private entities may contact the POC listed below to schedule one-on-one information sessions with the Government prior to RPP release.� These sessions will be limited to one (1) hour in length.�� �� Background:���� The Collective Protection Modernization (CP MODPROT) effort on behalf of JPEO-CBRND is seeking innovative solutions to develop the next generation of shipboard Collective Protection Systems (CPS). Shipboard CPS protects the crew and interior shipboard spaces from an external airborne Chemical, Biological, or Radiological contaminant release. The current CPS design, while effective, has been traded off in some new ship programs due to installation costs. The overall goal of this effort is to take advantage of new and modern heating, ventilation, and air conditioning (HVAC) technologies to provide Navy ships with modern, affordable, and lighter weight collective protection.�� �� Requirements:��� The purpose of this RFI is to provide information to industry on the current objectives associated with a Collective Protection modernization effort in order to understand interest from private entities (academic, non-profit and commercial).��� �� Project Objectives:���� The primary objective of this effort is to refine a newly designed filter housing, provided by the Government, and incorporate it into a larger, scaled up design of a shipboard CPS filter bank/system.� This system will be compatible with M98 filter sets and should allow M98 filters to pass shipboard environmental requirements for Grade-A shock and vibration in accordance with MIL-S-901E AND MIL-STD-167-1A. The filter bank, as part of the full size CPS filter system, with requisite M98 filters installed should be capable of passing aerosol and vapor leak testing in accordance with ASME N511 or IEST RP-CC034.� The filter bank and associated filter housings, integrated into a full size CPS filter system/module, will be installed as part of a Temporary Alteration (TEMPALT) in a DDG Flight IIA Pressure Zone 3 CPS Fan Room.� A shipboard evaluation of this system will be conducted and the system should be capable of having a service life of at least 30 years that would include multiple filter replacement cycles. The CPS filter system will be required to interface with multiple shipboard ventilation and controls-related equipment.� Interested parties are encouraged to contact Thomas Kloehn, thomas.w.kloehn.civ@us.navy.mil, in order to schedule information sessions in which additional details can be provided and questions can be answered.�� �� If a solicitation is subsequently released based on the responses to this RFI the first choice for an acquisition vehicle, if appropriate, will be the CWMD OTA.��
