- American Canal Lower Reach Replacement Sources Sought � 191BWC22R0008-SS This is a sources sought synopsis for acquisition planning purposes and no formal solicitation� exists at this time. �The United States International Boundary and Water Commission (USIBWC) is� seeking responsible sources having capabilities to perform construction work to perform demolition� and removal as well as replacement of the Lower Reach of the American Canal which extends from� Paisano Drive approximately 0.59 miles past International Dam to the headgates of the Rio Grande� American Canal Extension. �All construction work is located on the Mexican side of the DHS fence.� �All qualified concerns may submit capability statements for consideration. �Capability statements�received will be reviewed to determine the technical, administrative, management, and financial�capability of such offerors to perform this type of work. �The capability statements will be used�to determine appropriate procurement strategy, in particular whether a set-aside is warranted, or�an alternate procurement strategy is warranted. The North American Industry Classification System (NAICS) Code for this acquisition is 237990,entitled �Other Heavy and Civil Engineering Construction.� �The small business size standard for�NAICS Code 237990 is $ 39.5 million. I. �The Contractor shall provide all labor, equipment, material, and supervision to perform the� following principal features of work including but not limited to: A. � demolition of the existing canal lining and of the temporary walls on College Arroyo Overchute� structure, B. � removal of existing flume gates, C. � dewatering, D. � excavation and backfill, E. � placement of cast in place concrete, F. � installation of precast arch culverts with manholes, G. � construction of storm drops, H. � installation of handrails, safety cables, and ladders, I. � �installation of landscape rock, J. � �placement of topsoil, revegetation by seeding, and establishment/maintenance of revegetation. The Contractor bears the burden for ensuring that all legally required licenses and permits are� obtained and renewed as specified by the regulating authority. �Interested parties must be able to� perform work during day and evening hours. One or more of the items under this acquisition is subject to the World Trade Organization� Government Procurement Agreement and Free Trade Agreements. II. Capability statements are to be submitted no later than 5:00 P.M. MDT, July 11, 2022 to Ms. C.�Hayden at the e-mail address listed below. �The capability statement shall address the work listed� above, and shall demonstrate the company's ability to provide the requirement by submitting the� following: 1. Offeror�s Information: (A) company name and address, (B) business size and type (8(a), HubZone,�Small Business, etc.), (C) DUNS Number, (D) NAICS code(s), (E) Demonstrate ability to obtain �bonding, (F) State firm�s ability to perform work on Mon-Fri from 6:00 am to 6:00 pm MDT, (G) point�of contact, including e-mail address and telephone number. Capability statements shall not exceed�ten pages,in length. �
