- Description
- The contractor shall provide academic instruction and hands-on ATD/Flight Simulator certification training to United States Air Force (USAF) aircrew members and Department of Defense (DOD) civilians, enabling them to perform duties as certified USAF ATD/Flight Simulator evaluators. The contractor shall provide instruction and training to all students on techniques, procedures, policies, and criteria necessary to evaluate, qualify and approve ATD/Flight Simulators for aircrew operation. Upon completion of a class, all students shall be capable of certifying ATD/Flight Simulators in accordance with (IAW) FAA standards 14 Code of Federal Regulations (CFR) Part 60 and AC 120-40B. In accordance with (IAW) Federal Acquisition Regulation (FAR) 16.503, the Government anticipates awarding a single firm-fixed price (FFP), centralized 5-year requirements type contract with an ordering period of 01 October 2022 � 30 September 2027, and an optional six month Extension of Services (EOS) ordering period of 01 October 2027 � 31 March 2028 to be used if necessary.� As such, the maximum available ordering period is 66 months. �In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 217.204(e)(i), the ordering period on a task order (TO) contract may be for any period up to five-years. �The optional six month EOS will be evaluated before award so that the Government will have the unilateral right to continue servicing those periods. �The following clause will be included in the solicitation and contract: Federal Acquisition Regulation (FAR) Clause 52.217-8, Option to Extend Services. Federal Acquisition Regulation Clause 52.216-21, Requirements, will also be included in the solicitation and contract so that task orders issued during the effective period of the contract that are not completed within that period will be completed by the contractor within the time specified in the task order. �Completion date of all task orders will be no later than 12 months after the last day of the final option period. �Each task order will contain its own Period of Performance (PoP).� A task order will be issued at the time the need for a training course is identified during an ordering period.� This requirement is being solicited as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set- aside under North American Industry Classification System (NAICS) code 611512, Flight Training, with a corresponding business size standard of $30M.�
