- Solicitation SPE300-22-R-0034 is designed to place Market Ready Fresh Milk, Dairy and Ice Cream items, all fully competitive, on contract(s) for various Department of Defense (""DoD"") customers in the Arkansas, Louisiana and Mississippi Zone. The resultant contract will be issued as a firm-fixed price IQC with EPA applied to Class I fluid milk items and firm fixed price with two pricing tiers for all other items for the entire term of the contract. The contract period is expected to be from September 18, 2022, to September 13, 2025. Tier 1 will be from September 18, 2022 � September 14, 2024. Tier 2 will be from September 15, 2024, to September 13, 2025. The solicitation contains five groups: Group 1: State of Arkansas (Little Rock Air Force Base (AFB)) Group 2: Ft. Polk, Louisiana Group 3: Barksdale Air Force Base, Louisiana Group 4: State of Mississippi � Milk and Dairy � (Gulfport, Pascagoula, Keesler AFB, Naval Air Station (NAS) Meridian and NAS New Orleans, LA) Group 5: State of Mississippi � Ice Cream � (Keesler AFB, MS) All responsible sources may submit proposals that will be considered by DLA Troop Support. Copies of the solicitation will be found on the DLA BSM internet Bid Board Systems (DIBBS) at https://www.dibbs.bsm.dla.mil If not registered; prospective offerors will be required to do so prior to reviewing and downloading a copy of the solicitation. RFP�s are in Portable Document Format (PDF). In order to download and view these documents, prospective offerors will need the latest version of Adobe Acrobat. Reader. The software is available free at http://adobe.com The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offerors initial offer should contain the offerors best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
