Description
INTENT TO SOLE SOURCE Digital Access Management and Product Management Tools Annual License Subscription Aprimo US LLC SS-CNS-22-091 The Bureau of Fiscal Service (Fiscal Service), on behalf of the Corporation for National and Community Service (AmeriCorps), intends to contract with Aprimo US LLC, 230 W. Monroe Street, Suite 1200, Chicago, IL 60606, on a sole source basis, under authority of FAR 6.302-1, for a license subscription to Digital Access Management and Product Management Tools. Aprimo US LLC has been identified as the only source capable of providing the required content in an arrangement that suits the needs of the AmeriCorps. The proposed contractor�s unique qualifications and the nature of the acquisition requires use of the authority cited as follows: Aprimo is the sole domestic vendor that offers AmeriCorps a mar-tech solution that serves both our marketing and research teams as a single digital repository with the functionality to compile, store and search marketing collateral, video, photography, evidence reports and research findings with robust metadata functionality. Further, Aprimo provides innovative AI needed to effectively tag, track and report collateral usage, and included light editing tools to provide external stakeholders the ability to manage modest collateral edits in system. Aprimo workflow and collaboration manager provides a business process workflow to manage the creative development and review process. Moreover, enablement of annotation tools will allow for a streamlined markup and review process. Aprimo also has chat boards and agile boards to provide better visibility to project communication and status, in addition to a marketing calendar to provide global visibility of marketing activity.� Additionally, the Aprimo solution meets specific project tracking needs to integrate marketing projects and deliverables within the same platform, giving users another layer of efficiency in tracking, producing and distributing content to an extensive range of stakeholders in and outside of the agency. The DAM and Project Management tools will integrate with other mar-tech solutions, building the tech stack in a way that is both efficient and easy to use. These tools are critical to standing up the centralized recruitment initiative in providing agency grant partners needed access to materials and resources. Aprimo is the only single platform that has full enterprise capabilities of Digital Asset Management, Work Management, Budget Management, and Planning Management�so a user license can access capabilities across that spectrum. Most digital asset management systems manage assets (images, videos, documents) based on a set of folders. This means the security is applied at the folder level so every asset in that folder has the same level of security. The government needs more flexibility to control the security and permissions at the asset level. Also, with a folder-based system a common use case would require the duplication of assets across folders to vary security and access rights. Folder based systems become a security and maintenance risk, not to mention the duplication of content, which evolves to duplication of storage costs. Aprimo is classification-based � �think Tag vs Folder�, which allows users to upload content anywhere in the interface and assets can be assigned to multiple classifications. Assets aren�t duplicated and being associated to different classifications provides flexible asset-based security. The other advantage of a �tag� based approach is that actions can be associated to these tags. These actions control the business rules of that asset, such as permissions & rights, watermarks, renditioning, etc. These business rules help with automation and will be necessary as multiple offices will be using this platform for various purposes. Security across documents rather than folders is crucial, given the many stakeholders that will be accessing the platform. Additionally, with Aprimo Productivity Management, managing users� upstream, project, and work management requirements, the government can build form-based work submissions or creative briefs that can simplify the process for users to request new work, and then leverage business rules to apply workflow templates automatically, project owners and teams, assign tasks, set calendar dates, etc.�this functionality is typically additive for most solutions. With Aprimo work management, the government will be able to automate virtually any process, assign, and manage resources, collect key data on the fly, update and manage content, provide native review, and mark up capabilities across the digital asset spectrum in that single system. Aprimo has state of the art integration capabilities. This means Aprimo can truly sit as the hub for marketing technology ecosystem by connecting users, data, content, and actions from Aprimo to every other system that needs that information. The government will be able to leverage other products that teams already use around the agency, allowing us to easily check out any asset at any point in the process, open it locally, make changes, and check it back in all seamlessly; we will also be able to leverage the Aprimo market place that can connect us to dozens of other connectors built by Aprimo or partners into many popular marketing technology systems.� Aprimo APIs are also included in the license.� The identified contractor, Aprimo US LLC is the provider and is currently the only source for the license subscription.� NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. Fiscal Service will consider written responses received no later than 1:00 PM EST July 11, 2022. Responses must be submitted electronically to purchasing@fiscal.treasury.gov, Attn: JMS/EAP REF SS-CNS-22-091 Vendor responses must include sufficient evidence that clearly shows the proposed product is capable of meeting all of the characteristics of the services needed and described above. If no written response is received that clearly demonstrates an ability to meet all requirements and is received by the aforementioned deadline, Fiscal Service shall make award on a sole source basis to Aprimo US LLC. Qualified contractors must provide the following: The name and location of your company, contact information, and identify your business size and socioeconomic category (Large Business, Small Business, Disadvantaged Business, 8(a), Service-Disabled Veteran Owned Small Business, HUBZone, etc.). Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. Whether your product is available through a Government contract vehicle or Open Market. A narrative description of how your proposal meets all of the characteristics needed for the subscription. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers your company currently provides these products/services for. UEI Number. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered: .bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, and .zip files. Microsoft Office compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice, should one be issued.
