Description
Notice of Intent to Sole Source to Anton Paar USA Inc. The proposed contract action is for commercial supplies, for which the government intends to solicit and negotiate with only one source under the authority of FAR 13.106?1(b) to Anton Paar USA Inc. Only one source has been identified to satisfy the requirement. The North America Industry Classification System Code is 334516? Analytical Laboratory Instrument Manufacturing, with a size standard of 1,000 employees. The Navy has a requirement for Instrument Measurement Viscometer Densitometer System, which is a one of a kind instrument that is only made by Anton Paar. The requirements for this instrument must be a state-of-the-art commercially available system. It must be supplied by a vendor of national and international reputation and recognition, having been involved in the manufacture and service of viscometer-densitometer systems and accessories for a minimum of 20 years. The Viscometer Densitometer Measurement must be supplied as a complete operational system that is capable of future modifications and enhancements (in hardware and software) for the instrument. Anton Paar is the only manufacturer of an instrument that can concurrently measure viscosity and density to the required precision and accuracy as prescribed by ASTM D-7042 and ASTM D-4052. Anton Paar is a leader in the field with a long history of providing high quality instrumentation. The SVM 3001 uses on 1.5 mL of solution for each density and viscosity analysis. Since we may receive only small quantities of ionic liquids for testing or are preparing mixtures of pure components that are very expensive, this small quantity is a key feature. We have had success with an earlier model of this instrument and their customer service has helped with preventative maintenance and repair of other equipment. The estimated cost for the instrument, software, and service are approximately $50,000. The AP STANDARD software capability is a requirement that is needed for data analysis and reporting the free version is insufficient, the supply required delivery date is 09/01/2022. INSTRUMENT SPECIFICATIONS The Viscometer Densitometer Measurement System must have the following capabilities: Simultaneous measurement of density and viscosity according to ASTM 04052 and 07042 The system must be able to use small (~1.5mL) volumes of solution for each density and viscosity analysis. Capable of measuring from 0.2 to 30,000 mm2/s with a single measuring cell. Temperature range from -60 �C to +135 �C, down to -20 �C without counter-cooling. Fast heating and cooling rates of up to 20 �C/min Compatibility with measuring modules such as refractometers, for multiparameter analysis. Ability to detect bubbles caused by improper filling (as required by ASTM 04052) Ability to connect to software for flexible data management. This laboratory software must be able to perform automatic measurements and to collect, analyze and export (PDF, XLS, CSV format) measurement data, and enable collection of all data in a central database with multi-user access. The software can operate as desktop or server installation, with user management optional with Active Directory. A-6.� Experimental Control: The Viscometer Densitometer Measurement System must have the following: The Viscometer Densitometer Measurement system must be evaluated as �user-friendly� (as defined by the customer), with an easy-to-use interface. Operation of the Viscometer Densitometer Measurement system must sufficiently clear to allow for the routine use of the system by undergraduate students, while sufficiently sophisticated in design to meet the viscosity and density measurement needs of research faculty. The Viscometer Densitometer Measurement must be able to report data to computer software where it can be easily collected and analyzed. A-2.� Supplies. The system must come with the following supplies: A 12-month operating supply of viscosity measurement standards across the range of instrument operability. A 12 month supply of any materials required by the user to maintain the instrument at the user level.
