- Headquarters Allied Joint Force Command Brunssum (JFC Brunssum) intends to issue an Invitation For International Bid (IFIB) for the provision of window cleaning services. The work is to be performed at JFC Brunssum facilities and buildings in Brunssum, the Netherlands, among which are the JFC Headquarters (Rimburgerweg 30), the Sport Fields (Flevolandstraat), and the JFC International Conference Center (ICC, Ouverbergstraat). � U.S. prime contractors must 1) maintain a professionally active facility within the United States, 2) be approved for participation in NATO International Competitive Bidding (ICB), and 3) be issued a Declaration of Eligibility (DOE) by the U.S. Government.� Please note that all employees of the contractor who will have access to a Class I and Class II area must have a SECRET Personnel Security Clearance. The reference for the IFIB is IFIB-ACO-BRU-22-22 and all correspondence regarding the IFIB should include this reference. � This is a Firm-fixed-price (FFP), Indefinite delivery indefinite quantity (ID/IQ) contract. Partial bidding is not authorized SUMMARY OF REQUIREMENTS The requirements are the following:� -�� �Window washing of all exterior glass (in and outside), -�� �Cleaning of exterior cladding panels, -�� �Cleaning of window ventilation grills, -�� �Cleaning of skylights on roof, -�� �Cleaning of glass partitions inside buildings. BECOMING ELIGIBLE TO BID�� � NATO ICB requires that the U.S. Government issue a DOE on behalf of potential U.S. prime contractors interested in this contract. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NATO ICB. �U.S. firms are approved for NATO ICB on a facility-by-facility basis.� The U.S. NATO ICB application is a one-time application. �The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities The Department of Commerce (DOC) is the U.S. Government agency that approves NATO ICB applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following in the text of your email: - the title and/or solicitation number of the contract - the name/phone/FAX/email of the company point of contact for the bid documents After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the contract. �DOC will transmit the DOE to the NATO contracting agency. � IMPORTANT DATES U.S. firms should request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application): 21 July 2022 JFC Brunssum issues IFIB (planned): August 2022 For firms that have been issued a DOE, JFC Brunssum will distribute the IFIB via the ACO Electronic Bidding Portal: https://aco.procureware.com �Firms are encouraged to register with the Portal before the IFIB is due to be released. Bid closing (planned): October 2022�� Bidding will take place via the ACO Electronic Bidding Portal. Period of Performance: 01 January 2023 � 31 December 2023, plus four (4) one-year options.
