CONCISE SUMMARY OF TECHOLOGY REQUIREMENT SECTION: The Air Force Research Laboratory, Information Directorate is seeking innovative research to estimate and model interdependencies between critical infrastructure systems. Initially, the electric power, natural gas and communication infrastructures will be the focus of this effort. Of interest are techniques to estimate and propagate the immediate consequences of actions and component failures in one network to the other networks; the self-reinforcement of events over time; and the construction and evaluation of mitigating courses of actions. Also of interest are techniques to cope with missing, incomplete or noisy model data. Ultimately, these technical goals will be achieved by leveraging algorithmic advances (i.e. in areas such as graph algorithms, pattern matching/templates/heuristics to enhance data quality, fit sparse and uncertain data to models, and evaluate model quality (i.e. results) at various levels of completeness). BAA ESTIMATED FUNDING: Total funding for this BAA is approximately $49.9M. Individual awards will not normally exceed 36 months with dollar amounts normally ranging from $100K to $2M. PART II � FULL TEXT ANNOUNCEMENT � BROAD AGENCY ANNOUNCEMENT (BAA) TITLE:� Predictive Consequence Modeling and Analysis (PCMA)�� BAA NUMBER: FA8750-19-S-7008 CATALOG OF FEDERAL DOMESTIC ASSISTANCE (CFDA) Number: 12.800 and 12.910 � I.� TECHNOLOGY REQUIREMENT SECTION: The Air Force Research Laboratory is soliciting white papers under this Broad Agency Announcement (BAA) for research, development, integration, test and evaluation, and delivery of technologies/techniques of estimating and modeling interdependencies between critical infrastructure systems, specifically electric power, natural gas and communications infrastructures. In order to identify and understand these systems, identify critical elements and interdependencies between systems, this BAA seeks significant advancements in the following focus areas (FA): FA1. Model Data Enhancement: For the infrastructure systems of interest, techniques to enhance missing, incomplete or noisy system model data, given some evidence (i.e. from system components or partially observed structure) or a partially specified (i.e. incomplete) system model. Also of interest are metrics for characterization of model completeness and model sensitivity. FA2. Mixed System Analytics: techniques and models to estimate interdependencies between infrastructure systems, and compute analytics across coupled systems. Approaches of interest are: alignment of terms and quantities in mixed systems models; the transmission and adjustment of flows across system boundaries; the transference of uncertainties across coupled systems; and the identification and representation of subsystem components as patterns. These approaches must be suitable for integration in higher-level methods, such as graph matching and alignment, to produce inter-infrastructure system understanding. FA3. Infrastructure Model Data Reduction: algorithms to represent (i.e. convert from a �system model� topography) infrastructure systems as a topological graph, with physics-based and cyber metadata retained as attributes. This includes spectral methods for dimensionality reduction, clustering and community detection and heuristics, and metrics for the corresponding fitness of the characterization or reduction. FA4. Structural Analysis: �� (a) Application of appropriate physics-based simulators or graph-analysis algorithms to identify sets of critical elements in linked infrastructure system models, along with estimates of affected nodes or links, to create a specific effect. �� (b) Given specific critical elements (nodes or linkages in a model), estimate the immediate effects of degrading said nodes on the corresponding infrastructure system, to include identification of dependent components in other linked infrastructure systems. The goal is to provide an analysis with confidence consistent with the completeness of the available model; where a physics-based analysis is more realistic, and graphical structural analysis methods can provide an abstract estimate with lower data requirements. Techniques will be evaluated with different levels of model data availability or fidelity, in coordination with the performer. Of interest for both (a) and (b) are metrics to quantify a corresponding confidence or fitness estimate of the result based upon the confidence or fitness of the input data (i.e. input data links or nodes could be estimated with a corresponding confidence estimate based upon the fit of data to a pattern). A major emphasis of this program is understanding the criticality and interaction of the cyber components of these (cyber-physical) infrastructure systems (programmable logic controllers and communication components and infrastructure (i.e. routers)) and how non-kinetic disruptions are measurable; both in the cyber and physical domains. For example, the Government is interested in understanding the effect on communications infrastructure and routing protocols from loss of electric power to portions of a network or a data center. In order to prototype and evaluate the developed technologies, integration with data sources such as infrastructure models or portions thereof, may be required, as well as the ability to integrate with an existing planning platform which would provide for visualization and human-computer interaction interfaces. An objective of this BAA is to provide a realistic assessment given incomplete data (e.g. the graph structure which components and major relationships are reflected in the analysis dataset) but some metadata could be redacted; techniques or algorithms will be evaluated with different completeness of the same dataset to measure performance with degraded datasets. The specific evaluation procedures and dataset will be organized during program execution. II. AWARD INFORMATION: 1. FUNDING:� Total funding for this BAA is approximately $49.9M.� The anticipated funding to be obligated under this BAA is broken out by fiscal year as follows: � FY19 - $1.0M FY20 - $9.5M FY21 - $10.5M FY22 - $12.0M FY23 - $16.9M � Individual awards will not normally exceed 36 months with dollar values ranging from $100K to $2M.� There is also the potential to make awards up to any dollar value as long as the value does not exceed the available BAA ceiling amount.�� The Government reserves the right to select all, part, or none of the proposals received, subject to the availability of funds.� All potential Offerors should be aware that due to unanticipated budget fluctuations, funding in any or all areas may change with little or no notice. � 2.� FORM.� Awards of efforts as a result of this announcement will be in the form of contracts, grants, cooperative agreements or other transactions depending upon the nature of the work proposed.� � 3.� BAA TYPE:� This is a two-step open broad agency announcement.� This announcement constitutes the only solicitation.� � As STEP ONE � The Government is only soliciting white papers at this time.� DO NOT SUBMIT A FORMAL PROPOSAL.� Those white papers found to be consistent with the intent of this BAA may be invited to submit a technical and cost proposal.� See Section VI of this announcement for further details regarding the proposal.�� III. Information Regarding Non-US Citizens Assigned to this Project � Contractor employees requiring access to USAF bases, AFRL facilities, and/or access to U.S. Government Information Technology (IT) networks in connection with the work on contracts, assistance instruments or other transactions awarded under this BAA must be U.S. citizens.� For the purpose of base and network access, possession of a permanent resident card (""Green Card"") does not equate to U.S. citizenship.� This requirement does not apply to foreign nationals approved by the U.S. Department of Defense or U.S. State Department under international personnel exchange agreements with foreign governments. It also does not apply to dual citizens who possess US citizenship, to include Naturalized citizens.� Any waivers to this requirement must be granted in writing by the Contracting Officer prior to providing access.� Specific format for waiver request will be provided upon request to the Contracting Officer.� The above requirements are in addition to any other contract requirements related to obtaining a Common Access Card (CAC). For the purposes of Paragraph 1, if an IT network/system does not require AFRL to endorse a contractor�s application to said network/system in order to gain access, the organization operating the IT network/system is responsible for controlling access to its system. Institutions awarded funding for research involving human subjects must provide documentation of a current Assurance of Compliance with Federal regulations for human subject protection, for example a Department of Health and Human Services, Office of Human Research Protection Federal Wide Assurance found at: http://www.hhs.gov/ohrp. � All institutions engaged in human subject research, to include subcontractors, must have a valid assurance. In addition, personnel involved in human subject research must document the completion of appropriate training for the protection of human subjects. � For all research that will involve human subjects in the first year or phase of the project, the institution must submit evidence of a plan for review by an institutional review board (IRB) as part of the proposal. The IRB conducting the review must be the IRB identified on the institution�s Assurance of Compliance. The protocol, separate from the proposal, must include a detailed description of the research plan, study population, risks and benefits of study participation, recruitment and consent process, data collection, and data analysis. The designated IRB should be consulted for guidance on writing the protocol. The informed consent document must comply with 32 CFR 219.116. A valid Assurance of Compliance and evidence of appropriate training by all investigators should accompany the protocol for review by the IRB. � In addition to a local IRB approval, an AFRL-level human subject regulatory review and approval is required for all research conducted or supported by the DoD.
