- The Indian Health Services (IHS), California Area Office (CAO), is soliciting a Request For Proposal (RFP) for Architect and Engineering firm-fixed priced Indefinite Delivery Indefinite Quantity (IDIQ) contract with a base year and four option years to be exercised 365 days from award, or if the monetary threshold has been reached (each year has a threshold of $1,000,000), the next option period may be exercised earlier than one year. The base and option years will have separately awarded task orders for each individual projects, there is no funding on the base IDIQ, all funding will be on the task order awarded under the Base contract within each period of performance. The information in this solicitation or Base IDIQ will be the ""overall"" scope of work associated with the A/E base contract and overall A/E requirements, each task order will have its own scope of work and funding. There is a minimum guarantee on the contract of $5,000 and it is anticipated the minimum guarantee will be covered by the first task order.� Each offeror shall follow the RFP document directions and submit a proposal for evaluation using a Trade-Off source selection process. Please read the RFP carefully and submit a proposal by the due date in www.sam.gov. The source selection used in this requirement is a ""tradeoff"" process as it is in the best interest of the Government to consider award to other than the lowest price offeror or other than the highest technically rated offeror. The best value tradeoff source selection procedures are based on the concept of using a methodology for award representing the greatest value to the Government, not necessarily the lowest price or the highest technically rated offeror. This award will be based on the evaluation of price and other non-priced (technical) factors specified in the solicitation section M. While the greatest value concept provides the opportunity for a cost/technical trade off and does not require the award be made to the offeror submitting the lowest price or the highest technically rated offeror. The ultimate decision may be to select the lowest priced offer or the highest technically rated offeror based upon the evaluation of each proposal using the guidelines outlined in section M of this solicitation. The awardee�shall furnish all services, labor, materials, support, personnel, supplies, and items necessary to satisfactorily complete the work required by each Task Order issued under the general requirements listed in this RFP and as required in the applicable Sections of the then-current IHS Architect/Engineer Design Guide. The current IHS Architect/ Engineer Design Guide is available at the following URL: https://www.ihs.gov/des/publications/. If this URL changes over time, the Contractor may obtain a valid URL from the Contracting Officer (CO). Each awarded task order will be a separate project with specific requirements outlines in a request for proposal and scope of work given to the A/E firm for pricing before award of the task order by the CAO Contracting Officer. This contract is an Indefinite Delivery Indefinite Quantity (IDIQ) contract. When called for under Task Orders issued by the CO, the Contractor shall provide Architect-Engineer professional services relative to design requirements for IHS projects throughout the portion of the state of California to include the two facilities in Hemet and Davis. The task orders will have separate design projects will be limited to California Are Office (CAO) projects with estimated design services, each task order will be funded as needed. It is estimated each year there will be 5 and 15 projects, with the estimated costs of $1,000,000 or less, this is the threshold for each period of performance. Task Orders for larger design projects may be considered for inclusion under this contract. This A/E IDIQ will support the CAO OEHE projects which might be on Tribal lands throughout the state of California at scattered sites or Urban areas, and the two healthcare facilities under the CAO management. Both are treatment and rehabilitation facilities for Native American youths located in Hemet, CA (southern California) and Davis, CA (northern California). The A/E firm must be support all of the projects within the CAO to put in a proposal for this A/E IDIQ. A site visit is not required for this RFP, however, the majority of the A/E services will be supporting the Hemet and Davis Behavioral Health facilities, which are 24-hour in-patient facilities named Desert Sage YRTC (Hemet, CA) and Sacred Oaks YRTC (Davis, CA). There is not a firm place of performance, each task order will have a site map and address for each site for services required in the separate RFP task order package submitted by the CO to the A/E contractor who is awarded this IDIQ. Amendment No. 1 updates and revised the due date of the RFP from Monday, 30May22 (which is a federal holiday), to Tuesday, 31May22 at 3:00 pm. No one submitted RFIs, so an amendment to answer the RFIs were not needed. Amendment no. 1 is the final amendment to this RFP.
