- *** The purpose of this Amendment�0001 to this Market Survey is to extend the deadline for interested vendor responses to Friday, 7/15/2022, 4:30 PM EST. *** In accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1 Market Analysis - this announcement is to conduct a Market Survey for the purpose of soliciting statements of interest and capabilities from potential vendors. This Market Survey announcement is not a Request for Proposal (RFP) of any kind. This survey is for informational and planning purposes only. No solicitation exists currently.� The FAA is not seeking or accepting unsolicited proposals. This notice should not be construed as a commitment of any type by the Government to take or not to take any action. Since this is a Market Survey, no evaluation letters or results will be issued to respondents. The Government will not reimburse any costs incurred by vendors in responding to this notice. The responses to this Market Survey will be used for information purposes only and will not be released, except as required under the Freedom of Information Act (FOIA); proprietary information that is appropriately marked will be protected in accordance with the FOIA. Responses will not be returned. This announcement does not guarantee that a solicitation or procurement of any kind will be issued and this announcement will not be construed as a commitment by the Government to enter into a contract. *** If the FAA decides to conduct a competition, it may limit the competition to only those vendors who respond to this market survey. *** If a solicitation is issued, it will be announced on the www.beta.SAM.gov web site. It is the prospective offeror's responsibility to monitor this site for the release of any such solicitation. INTRODUCTION: The FAA�s Air Traffic Organization (ATO) Safety and Technical Training (AJI) office is conducting a Market Survey to ascertain vendor capabilities to perform the requirements outlined in the attached Draft Statement of Work (SOW) for Chiller Commercial Training Services in various locations, primarily the Contractor�s Facility. In the event that the FAA decides to issue a solicitation for such requirements, please note that the SOW issued in connection with any such solicitation may be different than the attached Draft SOW. COMPETITION/SMALL BUSINESS: This Market Survey is conducted, in part, in an effort to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service disabled veteran owned small businesses (SDVOSB), or 8(a) socially and economically disadvantaged businesses (SEDB). SEDB must be certified by the Small Business Administration (SBA). With that said, this Market Survey is intended to seek information from interested vendors of all sizes and types. The acquisition strategy and the nature of this procurement has yet to be determined. The FAA may decide to do a full and open competition or a full or partial set-aside with a business type identified above. The Principal North American Industry Classification System (NAICS) size standard code for this requirement is 611513 � Apprenticeship Training, with a size standard of $8.0M. Suggestion of an alternate NAICS code does not require that the work be set-aside or solicited under that alternative code. BACKGROUND: The Federal Aviation Administration (FAA) requires Commercial Off-the-Shelf (COTS) Factory Certified training for Trane manufactured equipment. Over the years, the FAA has and continues to install industrial chillers manufactured by all major manufacturers. Each procurement provides the National Airspace System (NAS) with improved, modern, and advanced machines that increase operational efficiency while reducing costly repairs and downtime.� The currently installed chillers are usually operated, maintained, repaired, and in some cases overhauled by FAA personnel. These personnel must be trained on the specific chillers that are installed at their facility to be proficient with them. The current FAA-delivered training is exclusively fundamental and nondescript. It is no longer capable of satisfying the training needs of the FAA technical workforce. The FAA requires perpetually updated commercially delivered and maintained make and model-specific chiller training. As such, the FAA seeks to establish an Indefinite Delivery Indefinite Quantity (IDIQ) contract with fixed price Contract Line Item(s) (CLINs) for Trane manufactured equipment training courses. A Draft Statement of Work is attached to this Market Survey outlining requirements with significantly more detail for interested vendors. Vendors are highly encouraged to read the Draft SOW and any attachments, in full for the best understanding of the FAA's requirement. The requirement is anticipated to be a five-year IDIQ type contract, but such anticipated period of performance is subject to change at the FAA�s discretion. CAPABILITY STATEMENT: In order to make the best determination, the FAA requires the following from interested vendors. Make sure to answer each question thoroughly: 1. Please state the type of Services your company provides, customers served and years of experience to demonstrate your ability to satisfy the requirements described and outlined in the Draft SOW. 2. Please state yes or no if your company has previously performed factory certified TRANE Chiller operations, maintenance and overhaul training. a. If yes, provide the total number of years the company has provided these services. 3. Please state the number of years your company has provided factory certified training and services, as they relate to the Draft SOW.� 4. Please provide a detailed description of similar training contracts going back no more than five (5) years of the posting of this Market Survey. a. Including contract award ceiling, and types of services that demonstrates current experience is similar in scope to the requirements stated in the Draft SOW. b. Please explain company performance. c. Please provide customer references.� 5. Please state yes or no if your company currently conducts Virtual/Online Live Instructor-Led TRANE model specific fundamental Chiller Training as stated in the Statement of Work Section C.4.1.1 Subpar. 1a & 1b. a. If yes, provide course descriptions with syllabus for each Fundamental Course. 6. Please state yes or no if your company currently conducts Regionally Located Live Instructor-Led TRANE model specific Enhanced Training as stated in the Statement of Work Section C.4.1.1. Subpar. 2a & 2b. a. If yes, provide course descriptions with syllabus for each Enhanced Course. 7. Please state yes or no if your company currently conducts Regionally Located Live Instructor-Led TRANE model specific Advanced Training as stated in the Statement of Work Section C.4.1.1. Subpar. 3a, 3b, 3c, 3d & 3e. a. If yes, provide course descriptions with syllabus for each Advanced Course. 8. Please state yes or no if your company currently conducts Regionally Located Live Instructor-Led TRANE model specific Advanced Training as stated in the Statement of Work Section C.4.1.1. Subpar. 4a, 4b & 4c. a. If yes, provide course descriptions with syllabus for each Advanced Course. 9. Please state yes or no if your company can conduct FAA Site Model Specific Live Instructor-Led TRANE Workshops as stated in the Statement of Work Section C.4.1.1. Subpar. 5a & 5b. a. If yes, provide course descriptions with syllabus for each six to eight hour Workshop. 10. Please state yes or no if your company is capable of modifying any of the above training events to accommodate the FAA�s training requirements as stated in the Statement of Work Section C.4. a. If yes, please explain. 11. Please state yes or no if your company will require the services of subcontractors to satisfy the requirements of this contract? a. If yes, provide a detailed list of all subcontracts including with following information i. Business type and size, 1. Small Businesses 2. Service Disabled Veteran Owned Small Businesses (SDVOSB) 3. Socially and Economically Disadvantaged Businesses (SEDB). b. If yes, provide the details of the teaming agreements, or partnerships. c.
