- Pre-Solicitation Synopsis Solicitation Number: W912P522B0026 Notice Type: Pre-Solicitation Synopsis: PROJECT DESCRIPTION: The Nashville District, U.S. Army Corps of Engineers, intends to issue an Invitation for Bid (IFB), for the supply, installation, and testing at Lake Cumberland for solar panel photovoltaic arrays with back-up energy resiliency system at a U.S. Army Corps of Engineers (USACE) facility. The Statement of Work (SOW) includes all work required to design, provide, and install the following a complete system for a utility grid-tied GROUND mounted photovoltaic (PV) and propane fueled back-up energy solution for the Resource Management Office. Work of this contract includes provision and installation of new LED luminaires with photo motion sensor for security lighting installed underneath the GROUND mounted PV array. Contractor is expected to be competent and proficient in the business of installing solar arrays, generator system, and connecting and intertie of these arrays and system with existing electric grid service. The Contractor shall provide any and all design and any and all construction services required and/or necessary for the complete design, construction, and turn-key delivery of the Project. Services shall include compliance with all governing laws, regulations, and codes. Services shall include obtaining all regulatory permits and approvals. The Contractor is solely responsible for any fees due for completion of the Project. The scope of this contract is considered average and reasonable within the field of solar array installations and the Contractor is expected and shall know how to perform solar array, generator back-up, and electric grid installs of this type and kind. The terms Government, Corps, and U.S. Army Corps of Engineers (USACE) will be used interchangeably in this document. The contractor shall generate safe and reliable renewable energy from solar photovoltaic (PV) system sited on federal government property over the contract life. The electricity shall feed into government electrical distribution system on the �customer side� of utility meter. The contractor will design and construct turn-key electric power photovoltaic generating system built on the property of and operated by the federal government, at the locations listed in this document in accordance with all sections. The system shall convert solar radiation into AC electric power at a voltage compatible with the local utility grid power distribution system and acceptable to the local utility distribution company. At a minimum, the system shall consist of: A solar photovoltaic generation system All necessary support structure and mounting provisions All necessary reinforcement of existing support structure Terminal and combiner box(es) Quick-connect solar panel electrical connectors Cable and wiring Conduits A DC disconnect A grid-connected inverter An AC disconnect All metering and control equipment A system monitoring and data retrieval sub-system Ground and arc fault protection and alarming An electrical grounding sub system Everything necessary to interconnect with site electrical distribution systems The specifications will be provided with the solicitation announcement.� The solicitation is expected to be released on or around July 11, 2022. The intended period of performance is 196 calendar days after contract award.
