- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Combined synopsis/solicitation�N6134022R0069�is issued as a request for quote (RFQ) and incorporates the provisions and clauses in effect from regulations posted to https://www.acquisition.gov/content/farsite-migration-acquisition.gov inclusive, but not limited to Federal Acquisition Circular (FAC) number 2019-02. This procurement is being solicited on the basis of a small business set-aside competition with an associated North American Classification System (NAICS) code of 54618 with $16,500,000 million in assets. NAWCTSD has a requirement to perform locator services in the Central Florida Research Park as needed for the Federal, State, and University Network (FEDSUN) infrastructure. The Government shall not exercise any supervision or control over the contract service providers performing the services herein; contract service providers shall be accountable to Sunshine State One Call of Florida (SSOCOF) who is responsible to the Government. �CLIN Structure: CLIN 0001: FEDSUN Cable Locator Services). Unit Price $_____________ x 12 Months= $_____________ �������� PoP: 20 Sep 2025 -19 Sep 2026 Option Year 4-CLIN 0005: FEDSUN Cable Locator Services Unit Price $_____________ x 12 Months= $_____________ �������� PoP: 20 Sep 2026 -19 Sep 2027 The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition with the addendum that Offerors are required to submit warranty information and parts availability with its offer. The Provision at FAR 52.212-2, Evaluation- Commercial Items, does not apply. Evaluation Criteria: The Government will award a purchase order resulting from this combined synopsis/solicitation to the responsible Offeror whose offer conforming to this notice will be the most advantageous, representing the best value to the Government. A firm fixed-price purchase order will be awarded. If multiple quotes are received, the Government will award on a lowest price technically acceptable basis to the Offeror meeting the specifications of this combined synopsis/solicitation. The failure of an Offeror to provide information sufficient to determine conformance with the combined synopsis/solicitation may result in the Offeror being ineligible for award. All Offerors MUST BE IN THE SYSTEM FOR AWARD MANAGEMENT (SAM). Information concerning SAM registration requirements may be viewed via the Internet at https://www.sam.gov/portal/SAM/. Going forward, all new entities registering in GSA�s System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an �Active� status as the government cannot award to an entity without an �Active� SAM registration. (End of provision) 52.217-8��������� OPTION TO EXTEND SERVICES (NOV 1999) �� The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 60 calendar days prior to expiration. 52.217-9��������� OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000) �� (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days provided, that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. (b)� All proposals will be evaluated for technical acceptability.� Proposals that do not conform to the requirements of the solicitation may be rejected without further evaluation, deliberation or discussion.� The low priced, technically acceptable offer submitted by a responsible offeror will be awarded the contract. 5252.232-9501����������� SUBMISSION OF INVOICES (FIXED PRICE) (NAVAIR) (OCT 2005) �� (a)� ""Invoice"" as used in this clause does not include contractor's requests for progress payments. �� (b)� The contractor shall submit original invoices with [__1_] copies to the address identified in the solicitation/contract award form (SF 26-Block 10; SF 33-Block 23; SF 1447-Block 14), unless delivery orders are applicable, in which case invoices will be segregated by individual order and submitted to the address specified in the order (DD 1155-Block 13 or SF 26-Block 10). �� (c) The use of copies of the Material Inspection and Receiving Report (MIRP), DD Form 250, as an invoice is encouraged.� DFARS Appendix F-306 provides instructions for such use.� Copies of the MIRP used as an invoice are in addition to the standard distribution stated in DFARS F-401. �� (d)� In addition to the requirements of the Prompt Payment clause of this contract, the contractor shall cite on each invoice the contract line item number (CLIN); the contract subline item number (SLIN), if applicable; the accounting classification reference number (ACRN) as identified on the financial accounting data sheets, and the payment terms. �� (e)� The contractor shall prepare: �� [__] a separate invoice for each activity designated to receive the supplies or services. �� [__] a consolidated invoice covering all shipments delivered under an individual order. �� [_X_] either of the above. �� (f)� If acceptance is at origin, the contractor shall submit the MIRP or other acceptance verification directly to the designated payment office.� If acceptance is at destination, the consignee will forward acceptance verification to the designated payment office. 5252.246-9512����������������������� INSPECTION AND ACCEPTANCE (NAVAIR)(OCT 2005) �� (a)� Inspection and acceptance of the supplies or services to be furnished hereunder shall be performed by NAWCTSD TPOC, to be decided at award. �� (b)� Acceptance of all Contract Line Items/Sub Line Items (CLINs/SLINs) shall be made by signature of the accepting authority on a DD 250 submitted through the WAWF system. Acceptance will only occur when the accepting authority is sure that inspections performed demonstrate compliance with contract requirements. 5252.247-9513����������������������� PLACE OF DELIVERY AND INSTALLATION (NAVAIR) (OCT 2005) ��� The articles to be furnished hereunder shall be delivered, FOB Destination, within the consignee's premises, and installed by the contractor at Naval Support Activity (NSA) 12211 Science Drive, Orlando, FL 32826 without additional expense to the Government. The individual assigned for coordination will be decided at time of award.
