- Description
- The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Geospatial Research Laboratory (GRL) in Alexandria, VA intends to award a contract on a sole source basis to Psionic, LLC upon the basis of the authority provided at FAR 13.106-1(b)(1). ERDC-GRL�s Information Generation and Management Branch (IGMB) has a need to procure one (1) Inertial Navigation System (INS) in order to improve Global Positioning System (GPS)/Global Navigation Satellite System (GNSS) denied navigation for unmanned ground vehicles (UGVs). An INS utilizes an Inertial Measurement Unit (IMU) to give precise precision location for the INS to navigate. As defined on vectornav.com, �An Inertial Measurement Unit (IMU) is a device that can measure and report specific gravity and angular rate of an object to which it is attached. An IMU typically consists of gyroscopes providing a measure to angular rate, and accelerometers, providing a measure specific force/acceleration.� The Government requires that the solution to be procured also contains a non-imaging, frequency-modulated, continuous-wave (FMCW) Light Detecting and Ranging (LiDAR) to improve location accuracy. Product Specifications: This equipment must strictly adhere to the following constraints: Self-contained INS capable of precision localization without the continued use of GPS/GNSS Incorporate non-imaging doppler LiDAR for precision velocities in a minimum of three (3) vectors for a moving vehicle Low data volume from INS data output Use of eye-safe lidar: Class 1 1550 nm fiber lasers Real-time capability for use with unmanned, autonomous navigation Real-time capability for use with unmanned, autonomous navigation The Navigational Doppler Lidar (NDL) shall: Have the ability to produce real-time positional data from a self-contained solution Demonstrate accuracies to within 1 to 2 standard deviations of L1 GPS (non-Real-Time Kinematic (RTK)) Psionic LLC. is the only source known to the Government to offer a self-contained INS utilizing the FMCW, non-imaging LiDAR. ERDC-GRL will also be transitioning capabilities to their sponsor, therefore interoperability is critical for sensor integration and data fidelity; the sponsor utilizes two (2) of the Psionic systems. The associated North American Industry Classification System (NAICS) code is 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing�which has a size standard of 500 employees. This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 12:00 PM CST, 5 July 2022 to �Lisa.A.Bernard@usace.army.mil. Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a�prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: To be eligible for award of a government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
