The Navy is conducting market research in accordance with FAR Part 10 to determine if sources exist that are capable of satisfying the Navy�s anticipated program requirement. This notice is not a request for proposals (RFP) and is not to be construed as a commitment by the Government to issue a solicitation. Only one response is necessary for this announcement. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. In accordance with FAR 15.201(e), responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement. The Government will not pay or otherwise reimburse respondents for information submitted. The Government will not pay for any effort expended or any material provided in response to this announcement. All costs associated with responding to this RFI are solely at the responding parties' expense. The Government will not be obligated to pursue any particular acquisition alternative because of this RFI. Responses to the RFI will not be returned. Failure to respond to this RFI does not preclude participation in any future RFPs, if issued. This notice is issued by the Department of the Navy, Naval Sea Systems Command (NAVSEA), on behalf of the Program Executive Office (PEO) Undersea Warfare Systems (UWS), Submarine Combat and Weapons Control Program Office (PMS 425). PMS 425 seeks to identify possible sources interested in fulfilling the requirements for the Inter Subsystem Monitoring Tool and On Board Team Trainer-Master Controller (ISMT/OBTT-MC), hosted by the AN/BYG-1 Common Infrastructure Services (CIS) subsystem.� This requirement is to support both the Inter Subsystem Monitoring Tool (ISMT) subsystem which monitors the interfacing between the various Submarine Warfare Federated Tactical System (SWFTS) subsystems and provides inter-subsystem troubleshooting to the sailor, and the On-Board Team Trainer-Master Controller (OBTT-MC).� The OBTT-MC is a subsystem application which provides end-to-end combat system operator training through simulated navigation mathematical models of ship parameters and maneuvering capabilities. The requirements for OBTT-MC are part of the System Performance Specification (SPS) from the AN/BYG-1 CIS. ISMT and OBTT-MC will leverage Development, Security, and Operations (DevSecOps), Agile process improvements, and automated tools to continuously develop, integrate, test, and deliver enhanced platform cyber-resiliency and warfighting capabilities to the Navy. Additionally, DevSecOps principles will be utilized to ensure quality, flexibility, and timely delivery. ISMT and OBTT-MC will automate, monitor, and apply security at all phases of the software lifecycle: planning, development, building, testing, releasing, delivery, deployment, operations, and monitoring.� ISMT and OBTT-MC, as integrated into CIS, are intended to fully leverage and support the Navy�s Rapid Commercial Off The Shelf (COTS) Insertion (RCI) Business Model which underpins the Technology Insertion (TI) and software development processes and Open Architecture (OA) principles to deliver improved capabilities in time-phased increments to respond to Fleet-validated needs. The ISMT and OBTT-MC development pipeline shall align to the SWFTS Continuous Integration/Continuous Deployment (CI/CD) process and support automated deployment, configuration management, test and evaluation. �This will allow for flexibility and accelerate delivery of capability to the fleet, facilitating software development and integration of multiple internal core components critical to the effective performance of SWFTS subsystems.� ISMT and OBTT-MC will be applicable to all U.S. Navy (USN) and some capabilities are also applicable to Royal Australian Navy (RAN) submarines. The Government will maintain a minimum of Government Purpose Rights (GPR) for all data products developed and delivered under any potential ISMT and OBTT-MC contract.� ISMT and OBTT-MC are being planned to support technical, engineering, logistics, program management, engineering software development, and in-service support for TI-24 and TI-26 AN/BYG-1 baselines. Support to legacy baselines and planning for future AN/BYG-1 baselines would also be required during the period of performance. ISMT and OBTT-MC are part of the AN/BYG-1 Submarine Combat Control System (SCCS), which is an Acquisition Category III (ACAT III) Program of Record (PoR). ISMT and OBTT-MC Development and Sustainment: ISMT and OBTT-MC will be delivered to the CIS integrator.� Development and sustainment includes participation in SWFTS-managed community design and requirements definition in order to develop, configure and integrate infrastructure, and test through fielding and life-cycle support. The potential requirement may include the following: Maintain the software baselines for ISMT and OBTT-MC and provide �end-to-end� system engineering development, integration, test, and life cycle support for the ISMT and OBTT-MC application capability for the duration of this Period of Performance (PoP). Incrementally develop ISMT and OBTT-MC configuration variants to support the various submarine platforms as required. Each initial delivery will include all baseline engineering documentation, product lists, and logistics support products as necessary to provide the �as developed� product support, including product support for submarine trainers. Define the interface baseline including all requirements necessary to connect to the SWFTS network and share information. Develop source material for Logistics Data, Interactive Electronic Technical Manual (IETM), Interactive Courseware (ICW)/Computer Based Training (CBT), and Interactive Multimedia Instruction (IMI) using Navy approved common authoring systems and formats to allow for efficient integration with SWFTS. Provide a common build environment for the development, integration, and implementation of the ISMT and OBTT-MC into supported platforms. Perform technical reviews and provide recommendations on actions and approaches needed to achieve program requirements as well as provide and assist as necessary any lab support needed for software development and integration of the ISMT and OBTT-MC applications. Provide support for design, development, and integration of program requested improvements to the ISMT and OBTT-MC capability to enhance System of Systems (SoS) Maintainability and reduce SoS fault and failure recovery time, and reduce underway manning required to train while increasing training proficiency. Provide engineering services to support ISMT and OBTT-MC improvements and updates that include but are not limited to porting the ISMT and OBTT-MC applications to new operating environments in support of the TI/APB process, and supporting new SWFTS interfaces and subsystems as necessary to support the SWFTS Baseline Roadmap. Perform integration and test services in support of ISMT and OBTT-MC applications into CIS and SWFTS, to include supporting lab installation and field integration as required. Responses: The Government is especially interested in determining (1) the availability of qualified small business sources; (2) whether they are: small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. Describe your labor force and capacity to develop and manage the ISMT-OBTT-MC over a potential seven (7) year period of performance with labor hour requirements expected to quickly ramp up to sustained levels as high as 55,000 hours per year.� Describe your experience supporting projects of a similar or larger size to include submitting deliverables with challenging deadlines. Provide your facility security clearance level. The minimum requirement for this effort is SECRET. Technical Approach Describe your experience with developing and managing network functional monitoring for virtualized and/or containerized applications operating in a common computing environment utilizing Agile and DevSecOps engineering processes (respond by demonstrating capabilities described in the ISMT and OBTT-MC Development and Sustainment paragraph above). Describe your experience with developing training applications for submarine warfare tactical systems operating in a common computing environment utilizing Agile and DevSecOps engineering processes (respond by demonstrating capabilities described in the ISMT and OBTT-MC Development and Sustainment paragraph above). Identify your company�s certifications to deliver the ISMT and OBTT-MC capabilities described above to include supporting subsystem certification processes. Examples of capabilities and certifications include CCE/cloud industry certification, quality processes, Failure Analysis and Corrective Actions, maintaining a Problem Trouble Report database, Configuration Management, cybersecurity, and risk management associated with the National Institute of Standards and Technology (NIST) Special Publications 800-37 and 800-53, and mission partner compliance with Department of Defense Instruction (DoDI) 8500.01. Describe Innovative methods for cost effective modernization of legacy ISMT and OBTT-MC subsystems. Describe your capabilities and experience with developing and integrating complex networked software systems from independent developers using Open Systems Architecture (OSA) concepts on COTS hardware and delivery to System Integrators for System and SoS Level testing, production, delivery, and training, to include NIST 800-171 compliance.
