Description
This notice is intended as notification of an anticipated sole source procurement for commercial products in the support of Strategic and Operational Rockets and Missiles (STORM) project customers for 450 each Hatz 2G40 Diesel Engines, Part number 2G40-S01591813 with preservation for long term storage. 1.0 Requirement Description: This sources sought notice is issued by the U.S. Army Contracting Command at Redstone Arsenal (ACC-RSA) as a means of conducting market research to identify parties having an interest in and the resources to support an obsolescence requirement for the M270 Multiple Launch Rocket System (MLRS). The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336419. The Strategic, Operational, Rockets and Missiles (STORM) Project Office (PO) has the need to procure a quantity of 450 Diesel Engines, Part number 306-9002, CAGE Code 064H2. These engines are a component of the M270 Auxiliary Power Unit (APU). The manufacturer is in the process of ending production of this engine, and a last time buy of 450 engines will sustain the US Armys M270A2 production line (and account for spares as needed) until the APU design can be modified to accommodate a replacement component. The engines will need to be prepared and packaged for long-term storage. To date, the market research has indicated that commercial vendors do not possess a sufficient quantity of these engines to meet this need. ACC-RSA intends to non-competitively award this requirement directly to the APU manufacturer. The responses to this notice will assist in determining if the sole source award of this requirement is justified. 2.0 Disclaimer: This is a Request For Information (RFI) only. This RFI is issued solely for information and planning purposes it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Army is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the United States Government (USG) will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested partys expense. Not responding to this RFI does not preclude participation in any future RFP, if issued. If a solicitation is released, it will be synopsized on the Government wide Point of Entry. It is the responsibility of potential offerors to monitor these sites for additional information pertaining to this requirement. 3.0 Response Submission Instructions: If your organization has the ability to perform this requirement, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. This capabilities statement submission shall not exceed five pages in total length.
