SOURCES SOUGHT ANNOUNCEMENT � AMIC DET 2 OL/PKA is seeking sources for AFTAC Mission Services II (AMS II) contract. CONTRACTING OFFICE ADDRESS:� � AMIC DET 2 OL/PKA ������������������������������������������������������������� 10989 South Patrick Drive Patrick SFB, FL 32925 ����������������������������������������������������������������������� INTRODUCTION: This is a SOURCES SOUGHT ANNOUNCEMENT to provide a program overview for the AMS II contract.� The content provides the technical requirements of the AMS II effort to support an availability determination of Industry�s technical capabilities.� It also provides an opportunity for large and small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to show interest in this acquisition effort, as well as any other than small business concern to provide the needed products and/or services. In accordance with FAR Part 10, Market Research, AMIC DET 2 OL/PKA is seeking information for potential sources for the AMS II contract.� The anticipated contract value is $40M over an eight (8) year period, and will provide expert technical services to the Air Force Technical Applications Center (AFTAC) in conducting a variety of projects with both Operations and Maintenance (O&M) and Research and Development (R&D).� The support provided under this contract will be used to advance AFTAC technical capabilities for its nuclear treaty monitoring mission and support various R&D activities for advanced nuclear technologies and projects.� In order to effectively meet the program requirements, the contractor must have a specialized mix of professionals in radiochemistry laboratory support, radiation safety services, program management, administrative services, various acquisition support, simulation and modeling support, system integration services, and nuclear physics/engineering subject matter expertise.� Experience with other nuclear missions and familiarity with applicable national agencies and Department of Energy National Laboratories in relevant areas is highly desired.� Personnel must have clearances to support classified work at a level commensurate with the requirements, up to and including Top Secret/Sensitive Compartmented Information (TS/SCI).� Responders are advised that prospective offerors will be required to hold a current Secret facilities clearance.� Due to the security requirements of the work location, no work can be performed until appropriate facility and personnel clearances are obtained.� 1.0 REQUIREMENTS� ��������� 1.1 AFTAC has a requirement for scientific and technological non-personal services on a task order basis. These services shall include (a) program and administrative services, (b) radiation safety services, (c) radiochemistry laboratory services, (d) graphics and multimedia services, (e) technical writer services, (f) simulation, modeling, and system integration services, (g) expert panel and subject matter expertise consultant services, (h) acquisition services, and (i) research and development services. 1.2 Any information provided or discussed by attendees must not be company proprietary or business sensitive information.� Any information or ideas shared during this program brief may be used to develop the AMS II technical and acquisition documents.� 2.0� SOURCES SOUGHT 2.1� DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL.� IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.� NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT.� ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. 2.2� CONTRACT/PROGRAM BACKGROUND: Contract Number: FA7022-18-D-0002 � AFTAC Mission Services (AMS) Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ) with Firm Fixed Price (FFP) and Cost Reimbursable Contract Line Item Numbers (CLINs) Incumbent and their size:� Zel Technologies, LLC. Method of previous acquisition: Competitive Description of the current program/effort: AMS provides expert technical services to AFTAC in conducting a variety of projects in support of Operations and Maintenance (O&M), and Research and Development (R&D). AMS II is a follow-on effort to the AMS contract.� The estimated Period of Performance is 1 June 2023 � 31 May 2031.� 2.3� REQUIRED CAPABILITIES: The table below lists all of the main technical/task requirements of the Sources Sought Notice Draft PWS. You must identify the percentage of the task that your company can accomplish and include supporting information which demonstrates your capabilities to meet that percentage.� Supporting information shall not reiterate the language of the tasks provided in the Draft PWS, but rather, it shall provide details regarding your company's capabilities to execute these tasks.� A cross-reference matrix is requested which links the Draft PWS task to the supporting information provided.� Past performance information that is related to the tasks in the Draft PWS is requested if available. PWS Task PWS Para Percentage Program and Administrative Services 2.1 Radiation Safety Services 2.2 Radiochemistry Laboratory Services 2.3 Graphics and Multimedia Services 2.5 Technical Writer Services 2.6 Simulation, Modeling, and System Integration Services 2.4 Expert Panel and Subject Matter Expertise (SME) Consultant Services 2.7 Acquisition Services 2.8 Research and Development Services 2.9 2.4� SPECIAL REQUIREMENTS:� Personnel must have clearances to support classified work at contract start date. Contractor personnel supporting PWS paragraphs 2.2 and 2.3 will require a current SECRET security clearance.� Contractor personnel supporting all other PWS paragraphs will require a final adjudicated current security clearance at the TOP SECRET, DCID 6/4 level. SECRET Facility Clearance is required. US Citizenship is required for all personnel supporting on the contract. 2.5� NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM CODE:� The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541330 � ENGINEERING SERVICES, with the corresponding size standard of $22.5M, and 541715 � RESEARCH AND DEVELOPMENT IN PHYSICAL, ENGINEERING, AND LIFE SCIENCES.� To assist AMIC DET 2 OL/PKA� in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or� partnering to meet each of the requirements areas contained herein.� This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies.� You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.� Responses must demonstrate the company�s ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14).� 2.6� OMBUDSMAN - AFFARS 5352.201-9101 (APR 2014): (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Deputy Director of Contracting, AFICC/KC (OL-ACC), 114 Thompson Street, Bldg. 586, Room 129, Langley AFB, VA, 23665, telephone 757-764-5372 (DSN 574-5372). Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU/HQ AFICA/AFISRA/SMC ombudsman level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431. (INTERIM CHANGE: See Policy Memo 14-C-05). (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer. (End of Clause) 2.7 SUBMISSION DETAILS:� Vendors interested in responding to this announcement should submit unclassified technical capabilities statement via email NLT 15 JULY 2022, 5:00 p.m. Eastern Time (ET) to Contract Specialist Mr. Bryan Wolford at bryan.wolford.1@us.af.mil, (321)-494-6285, AND Contracting Officer Mr. Jim Uram at james.uram@us.af.mil. If the technical capabilities response contains classified information see section 2.10 - Classified Information, below. Proprietary information and trade secrets, if any, must be clearly marked on all materials.� All information received that is marked Proprietary will be handled accordingly.� Please be advised that all submissions become Government property and will not be returned.� All Government and contractor personal reviewing sources sought responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.� The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. 2.8� RESPONSES SHALL INCLUDE: a)� Business name and address; Name of company representative and their business title; Business Size and Type of Small Business (if applicable); Cage Code; Unique Entity Identifier (UEI) instead of the DUNS; Capabilities statement package (no more than ten pages) demonstrating ability to perform in accordance with paragraphs 6.3, 6.4 and 6.5 above. Contract vehicles that would be available to the Government for the procurement of the product and service, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle.� (This information is for market research only and does not preclude your company from responding to this notice.) Provide a response on the 8 year ordering period, pricing of this period, desired options during this period for pricing and if this is a desired POP length for the requirement? Provide whether or not Oral Presentations are a desirable method of evaluation for the technical approach.
