Prophet Diedra.prophet@nih.gov Phone: 301.402.8070 DESCRIPTION: INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute of Mental Health (NIMH) intends to negotiate on a sole source basis with the Children�s National Medical Center for Autism Neurocognitive Data Support Services. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE and SET ASIDE STATUS The intended procurement is classified under NAICS code 541990 � All Other Professional, Scientific, and Technical Services with a Size Standard of $16.5 million. � REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures. Contracts awarded using FAR Part 13�Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6�Competition Requirements. FAR Subpart 13.106-1 (b) Soliciting from a single source provides that: For purchases not exceeding the simplified acquisition threshold, Contracting officers may solicit from one source IF the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name OR industrial mobilization). The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) Number 2022-06, dated May 01, 2022. DESCRIPTION OF REQUIREMENT PURPOSE AND OBJECTIVES: The SDN, HGB, Division of Intramural Research Program (DIRP), National Institute of Mental Health (NIMH) has a research program that operates multi-faceted investigations of the brain through genomic, functional, and structural imaging, neurocognitive and diagnostic characterizations of youth with neurogenetic disorders. The purpose of this requirement is to provide consultation services to SDN staff regarding autism specific features. Salient characteristics include: Assist SDN staff with preparing written reports describing diagnostic and neurocognitive findings. Provide consultation services on neurocognitive data collection, data analysis, and dissemination of scientific findings both through publications and conference presentations. Utilize expertise in the gold standard autism diagnostic characterizations during their consultations with SDN staff members. Attend weekly meetings and advise SDN Post-baccalaureate IRTAs, Postdoctoral fellows and other SDN staff on clinical considerations for data collection and hypothesis generation when evaluating patients. Fulfill the above requirements, including diagnostic, cognitive, and neuropsychological assessments with research participants, both in-person and remotely using teleconference technology, such as Microsoft Teams (although another technology may also be used). The contractor is expected to provide a minimum of twenty-one (21) hours each week of consultation services, not to exceed 1,100 labor hours per year. Assist SDN staff with preparing written reports describing diagnostic and neurocognitive findings. Provide consultation services on neurocognitive data collection, data analysis, and dissemination of scientific findings both through publications and conference presentations. Utilize expertise in the gold standard autism diagnostic characterizations during their consultations with SDN staff members. Attend weekly meetings and advise SDN Post-baccalaureate IRTAs, Postdoctoral fellows and other SDN staff on clinical considerations for data collection and hypothesis generation when evaluating patients. Fulfill the above requirements, including diagnostic, cognitive, and neuropsychological assessments with research participants, both in-person and remotely using teleconference technology, such as Microsoft Teams (although another technology may also be used). The contractor shall provide written reports of assessment results throughout the term of the contract on a weekly basis.� The consultant services of the Contractor(s) shall be directly with the SDN in support of our current research study on child and adolescent neurodevelopmental disorders. All deliverables shall be prepared and submitted in a Microsoft Word format with a minimum font size of 10 points.� All �hard copy� deliverables will be submitted on recycled-content paper and printed double-sided. Anticipated Period of Performance Start Date: September 30, 2022, (with (2) one year option periods) Delivery or Deliverables. The contractor shall deliver within thirty (30) days after receipt of the order (ARO). Site location address is 15K North Drive, RM 211-A, Bethesda, MD, 20892. GOVERNMENT RESPONSIBILITIES The government will provide workspace, desktop computers and telephones for the contractor�s personnel.� The government will also provide diagnostic materials and kits for defining the presence of an autism diagnosis and other psychiatric disorders, as well as cognitive assessment materials.� The government will allow the three (3) designated contractors to access NIH Building 10 laboratory and clinic facilities for them to consult with SDN staff. TRAVEL The principal location of the work being performed under this contract is the National Institutes of Health. Accordingly, reimbursable travel and per diem for the contractor�s employees performing work on a regular basis at this place of performance is not authorized. However, reimbursable travel/lodging is authorized for diagnostic training courses. KEY PERSONNEL The key personnel required in the performance of this requirement must: Possess expertise in the field of clinical psychology and pediatric neuropsychology Have demonstrated research and interests in the treatment of the neuropsychological phenotype of autism along with diagnosing and conducting assessments of pediatric patients with autism spectrum disorders. Possess a Psychology graduate degree (Masters or PhD). Be clinically certified in research reliability on two gold-standard autism diagnostic tools, the Autism Diagnostic Observation Schedule-2 and the Autism Diagnostic Interview. Have at least five years in clinical psychology and pediatric neuropsychology. Have expertise in the treatment of pediatric neuropsychological phenotype of autism. INFORMATION SYSTEM SECURITY PLAN An Information system security plan is applicable to this requirement because contractor personnel are expected to have routine (1) physical access to an HHS-controlled facility; (2) physical access to an HHS-controlled information system; (3) access to sensitive HHS data or information, whether in an HHS-controlled information system or in hard copy; or (4) any combination of circumstances (1) through (3). The information system security plan pre-solicitation has been completed by the cognizant program official and signed by the NIMH Information Systems Security Officer and attached to the statement. The contractor shall complete and submit a signed and witnessed ""Commitment to Protect Non-Public Information � Contractor�Employee Non-Disclosure Agreement"" form for each contractor and subcontractor employee who may have access to non-public Department information under this contract. The Contractor(s) will maintain compliance with NIH requirements for training and certification in the ethical conduct of research and the protection of participant information, as well the security of NIH computers and communications. REPORTING REQUIREMENTS The contractor shall provide written reports of assessment results throughout the term of the contract on a weekly basis.� The consultant services of the Contractor(s) shall be directly with the SDN in support of our current research study on child and adolescent neurodevelopmental disorders. Throughout the period of performance of this contract, the Contractors are required to provide weekly progress and/or updates to the government point of contact. The Contractor(s) verbal and/or written reports on laboratory staff assessment results are also provided on a weekly basis to NIH�s Point of contact and upon request by lab staff involved with this project. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, Children�s National Medical Center is the only vendor in the marketplace that can provide the services required by the Section on Developmental Neurogenomics �. The intended source is: Children�s National Medical Center 111 Michigan Ave NW Washington, DC 20010 CLOSING STATEMENT THIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
