Description
The Air Force Installation Contracting Center (AFICC) - 338 ESS, JBSA-Randolph, Texas 78150-4302, announces the intent to modify the current firm-fixed price contract that was awarded on a sole source basis to Lone Star Aerospace, Inc. 4555 Excel Parkway, Suite 500, Dallas, Texas 75001-5691, under the authority of 10 U.S.C. 2304(c)(1): Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.� In accordance with the National Defense Authorization Act for Fiscal Year 2022, AETC has been directed to expand the use of predictive analytics to achieve improvements in aircrew training production, aircraft readiness, and cost. Specific direction is to eliminate/mitigate mission and cost impacts during the T-38 Talon transition to the T-7A Red Hawk. AETC plans to customize the Lifecycle Enhanced Assets Decision Software (LEADS), originally developed for the US Navy by LSA, to manage the T-38 to T-7A transition by providing near real time ""what-if"" analysis with the ability to rapidly analyze courses of action (COAs) to maximize aircraft readiness and minimize transition cost. The LEADS cloud-based solution will allow 19AF and HQ AETC to collaborate transparently on the disposition of individual tail numbers in the T-38 fleet, as well as address and unexpected T-7A delivery changes in near real-time. LEADS will help examine aircraft maintenance and supply impacts on production, manage events such as the grounding of fleets or sever weather, or forecast the effects of changes in AETC basing decisions such as multiple vs single aircraft operations per base. The contractor shall�adapt Lifecycle Enhanced Asset Decision Software (LEADS) to support the T-38C to T-7A transition, and integrate the final LEADS model into EDM in order to support�mission success, reduce total ownership cost, support requirements tradeoffs, optimize resource allocation, and minimize overall programmatic risk during the critical replacement phase of the T-38 fleet and beyond. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in a response to this notice will be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement for this scope of work is in the best interest of the Government.� Responses submitted in response to this notice shall include the following:� a. Description of how the interested party plans to transition and integrate the final LEADS model into EDM for the continued development and support of the suite of AETC Executive Decision Model.� b. Your business size status (i.e. 8(a) Business Development Small Business Certification, Historically Underutilized Business Zone (HUBZone), Woman-Owned Small Business (WOSB), or Service Disabled Veteran-Owned Small Business (SDVOSB), Small Business, Large Business, etc.) To be considered by the Government, interested parties (at their own cost), must deliver their intent and capabilities to satisfy the Government's requirement to the Contracting Officer and Contract Specialist no later than 9:00 AM Central Daylight Time (CDT) on 13 July 2022.
