Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) and the Office of Marine and Aviation Operation (OMAO), intends to negotiate on a sole source basis, under the statutory authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), with De Nora Water Technologies LLC for an Omnipure 8MC Marine Sanitation Device (MSD). �The North American Industry Classification Code (NAICS) for this acquisition is 333999 - All Other Miscellaneous General Purpose Machinery Manufacturing, with a business size standard of 500 employees. NOAA ship RAINIER is currently operating in no-discharge zones. The ship does have the capacity to hold untreated black water and the current MSD does not have the capacity to treat the holding fast enough when the ship is able to enter a discharge zone; it is not configured to discharge directly to the holding tank. The ship does not have the capability of discharging from the holding tank directly overboard. The ship requires the OMNIPURE 8MC device for its compatibility to existing ship systems. The OMNIPURE 8MC is manufactured by De Nora Water Technologies LLC, the Original Equipment Manufacturer (OEM), and they are the only certified distributor in North America. The MSD This notice does not constitute a solicitation, Request for Proposal (RFP), Request for Quotation (RFQ), or an Invitation for Bid (IFB) and it does not restrict the Government in any way regarding its ultimate acquisition approach. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to Contract Specialist Bridget Cofo at bridget.cofo@noaa.gov by 2:00 PM EDT on July 5, 2022. DOC/NOAA/AGO/EAD requires that all contractors doing business with this office be registered with the System for Award Management (SAM). No award can be made to a company not registered in SAM.
