Amendment 2-� We are diligently working to get the solicitation posted as quickly as possible. In the meantime, the site visit will continue as planned for Friday, 1 July 2022 @ 10:00am Central Standard Time (CST).� As previously posted, the address for the site visit is: Barkley Power Plant 8439 US Highway 62W Kuttawa, Kentucky 42055 Please ensure you bring a hard hat, safety vest, eye protection, steel-toed boots.� In addition, to limit the risk of exposure to the Power Plant employees, a COVID mask will be required for the duration of the site visit.�� If you have not already done so, please submit a Security Form for each site visit attendee to bridget.l.engleman@usace.army.mil. The SEED project will be the first Task Order awarded utilizing the MATOC.� The SEED project is Barkley Turbine Generator Asbestos. /////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////// W912P522B0013 � Environmental Services MATOC Pre-Solicitation Notice PURPOSE: The Nashville District U.S. Army Corps of Engineers intends to issue an Invitation for Bid (IFB) services solicitation for the subject project. This is a Pre-solicitation Notice. This Notice is being issued for planning and informational purposes only. This notice is not a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this Notice. The Scope of Work for this requirement will be available upon solicitation issuance. PROJECT DESCRIPTION: The Nashville District U.S. Army Corps of Engineers (USACE) anticipates a requirement for a firm fixed-price Multiple Award Task Order Contract (MATOC) to provide a full range of non-Architect-Engineer (A-E) environmental services to the Nashville District (LRN). The environmental services will fall generally under the categories of environmental compliance, environmental restoration, environmental conservation, and environmental regulatory services. Examples of the types of services under these categories that may be ordered under this contract are given in the sections below, although actual services ordered under task orders will not be limited to these examples. The Contractor shall furnish all materials, equipment, supplies, qualified personnel, and all other services required to perform the environmental services outlined in this statement of objectives and as specifically identified in individual task orders. Up to four (4) contracts may be awarded as the result of the IFB. Task orders issued against the Multiple Award Task Order Contract (MATOC) will be competed among all MATOC holders (unless a FAR Part 6 exception applies) and the task order award will be based on the procedures specified in the IFB. �Award for task orders will be based on low price. The total Indefinite Delivery Indefinite Quantity (IDIQ) MATOC pool capacity shall not exceed $5,000,000. Each MATOC contract will be awarded at this dollar value for post award administrative convenience only. The Government will track award amounts of all the MATOC holders to ensure the capacity is not exceeded. The IDIQ MATOCs are five-year contracts. Task orders will be issued as firm-fixed price (FFP) task orders. Each task order will be issued as a service contract. This description is not intended to be all encompassing and is subject to change. PLACE OF PERFORMANCE: Various locations within the Nashville District U.S. Army Corps of Engineers Area of Responsibility (AOR) Nashville, Tennessee 37203 United States ANTICIPATED PERIOD OF PERFORMANCE: Period of contract shall not exceed five (5) years from the date of award. NAICS CODE AND SBA SIZE STANDARD: 562 -- Waste Management and Remediation Services/562910 -- Remediation Services, Size Standard $22M. PROJECT MAGNITUDE: Generally, Task Order projects will fall between $20k and $300k. Total MATOC capacity is set to $5 million. TYPE OF SET-ASIDE: Competitive 8(a). SOLICITATION AND CONTRACT TYPE: It is anticipated that from the Invitation for Bid (IFB) Solicitation, the Government will award up to four (4) Firm-Fixed Price MATOCs to companies whose bids are most advantageous to the Government. ANTICIPATED SOLICITATION RELEASE DATE: The anticipated release date for this solicitation is Thursday, 23 June 2022. NOTE: Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. PRE-PROPOSAL SITE VISIT: Tentative date either 24 June 2022 or 1 July 2022.� One site visit will be conducted for this project. One of the above dates will be identified in the solicitation. Due to processing time constraints, the Government is accepting registration for the site visit during the pre-solicitation timeframe as indicated below. U.S. Citizens: To register for the Pre-Proposal Site Visit, U.S. Citizens must fill out a U.S. Citizen Site Visit Request Form and submit to the Point-of-Contacts (POC) listed below no later than five (5) business days prior to the site visit. Foreign Nationals (FNs): To register for the Site Visit, Foreign Nationals (FNs) shall submit a completed FN Site Visit Request Form and legible color copies of two (2) of the following documents: Passport (unexpired or expired), Certificate of U.S. Citizenship (INS Form N-560 04 N-561), Certificate of Naturalization (INS Form N 550 or N-570), unexpired foreign Passport with I-551 stamp or attached INS Form I-94 indicating unexpired employment authorization, an Alien Registration Receipt Card with photo (INS Form I-151 or I-551), unexpired Temporary Resident Card (INS Form I-688), unexpired Employment Authorization Card (INS Form I-688A), unexpired Reentry Permit (INS Form I-327), unexpired Refugee Travel Document (INS- Form I571), or unexpired Employment Authorization Documentation issued by the INS which contains a photograph (INS Form I-688B) to the LRN POC. Both the U.S. Citizen Site Visit Request Form and the FN Site Visit Request Form are provided on SAM.gov with this notice. Only two (2) persons from each business entity will be permitted to attend the In-Person Site Visit. Any persons without an approved U.S. Citizen Site Visit Request Form or FN Site Visit Request Form will be removed from the Site Visit.
