COMBINED SYNOPSIS/SOLICITATION ELECTRICAL DISTRIBUTION SYSTEM INSPECTIONS AT THE BUFFALO AND BATAVIA VAMCs (i) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 and FAR 13 Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a request for quote (RFQ). Request for Quote will be submitted through email on RFQ reference number 36C24222Q0653. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. (iv) This solicitation is being issued as a competitive open-market SDVOSB (Service-Disabled Veteran Owned Small Business) total set-aside procurement, utilizing tiered evaluation procedures to the SB (Small Business) tier (for more information on tiered evaluation, see section 52.212-2). The North American Industry Classification System (NAICS) code is 238220, with a small business size standard of $16.5 Million. (v) The Contractor shall provide pricing to provide electrical distribution system inspection services at the Buffalo VAMC and the Batavia VAMC with a period of performance of 08/01/2022 to 12/31/2022 with the provision of two (2) option years. The following are considered Acceptable/Non-Acceptable factors. Failure by the contractor to meet these qualifications or provide evidence of them in their submitted quotation will result in immediate disqualification from award. These factors are non-negotiable and must be addressed in their entirety. The Government intends to use the Best Value process source selection approach in accordance with FAR 13.106-1. A tiered evaluation process will be used. Award will be made to the responsive responsible offeror whose offer in conformance with this solicitation, results in the best value to the Government, price plus other factors considered. The Contracting Officer (CO) will award a firm fixed price contract to the responsive responsible offeror whom the Technical Evaluation Team determines conforms to the solicitation, is fair and reasonable and offers the best overall value to the Government, all factors considered. The Government reserves the right to accept other than the lowest priced offer or to reject all offers. Setting aside for a Small Business firm follows regulations to meet our goals and fulfill the VA s mission to meet socioeconomic goals: This procurement is set-aside based on an order of priority as established in 38 U.S.C. 8127; tiered evaluations including large business concerns. This solicitation is being issued as tiered evaluation with the following tiers (Reference PPM 2018-04): Tier 1: Service-Disabled Veteran Owned Small Business (SDVOSB)/Veteran Owned Small Business (VOSB) concerns: Evaluation will begin with offers, if any, submitted by SDVOSB/VOSB vendors. If no offers were submitted, or if none of the offers would result in award at a fair and reasonable price that offers the best value to the Government, withdraw the set-aside for SDVOSB/VOSBs, document the basis for not making an award as a set-aside, and proceed to the small business tier. Tier 2: Small Business (SB) Concerns: VA will next evaluate the offers, if any, submitted by small business concerns. If no offers were submitted by small business concerns, or if none of the offers would result in award at a fair and reasonable price that offers best value to the United States, cancel the solicitation, document that cancellation in a memorandum for the record, and conduct additional market research to inform a follow-on acquisition strategy. PRICE Vendor s price must be fair and reasonable as determined by the Contracting Officer s price analysis. Vendor must provide pricing information by including a completed version of the table found in section (v) of this document with your response to this combined synopsis/solicitation. Additionally, vendor shall provide a cost breakdown for services to be performed and/or a labor mix for personnel in order for the Contracting Officer to properly evaluate price reasonableness. All line items containing the following (only upon approved contract modification by the Contract Officer) shall be quoted the unit price for future line item use, but shall not be included in total evaluated contract price. TECHNICAL Technical capability is defined as an offeror s ability to satisfy the solicitation s requirements, providing the highest quality service to the specified facilities. Technical capability will be determined based on the qualifications of the offeror s capability statement. Provide a maximum 5-page capability statement demonstrating technical capability to meet all the requirements in the Scope of Work (SOW), including but not limited to: Solicitation number 36C24222Q0653, name/address/telephone number of vendor, and acknowledgement of any solicitation amendments. Provide a safety plan detailing precautions in providing a safe work environment. Provide the following as an additional file (may be included in capability statement above or as additional files if over the 5-page limit): NETA certifications for all technicians who will be performing work, or equivalent credentials. If you are presenting equivalent credentials, please provide documentation showing that the credentials provided are equivalent to the required NETA/NICET certifications. OSHA (10-Hour for on-site technicians and 30-hour for supervisors) certifications. SDVOSB/VOSB vendors shall complete, sign, and return the attached Certificate of Compliance with the Limitations on Subcontracting (in accordance with VAAR 852.219-77 VA Notice of Limitations on Subcontracting). PAST PERFORMANCE A measure of how well the offeror has performed these services. The VA shall conduct a performance risk assessment based upon the past performance of the offeror as it relates to the probability of successful accomplishment of the work required by the solicitation. The VA May use information available in its own files, from electronic databases such as the Past Performance Retrieval System (PPIRS), CPARS, DCMA or from any other source it deems appropriate. The Government will consider the offeror s record for delivery and quality as it relates to the probability of successfully performing the solicitation requirements. While the Government may elect to consider data obtained from other sources, the burden of providing current, accurate and complete past performance information rests with the offeror. REFERENCES: In accordance with FAR 52.212-1(b)(10) provide a list of no ore than three relevant contracts performed within the past three years; completed and/or active. The VA may contact references and parties other than those identified by the offeror, and information received may be used in the evaluation of the offerors past performance. Offerors should not provide general information on their performance on the identified contracts. General performance information will be obtained from the references. Past performance information will be reviewed to determine how well the offeror performed work relevant to the type of effort and magnitude described in the statement of work, adhered to contract compliance and how recent the described experience is. RECENT: Performance is occurring presently or has occurred within the last three (3) years. RELEVANT: Present/past performance effort involved essentially the same, or much of the same, magnitude of effort and complexities this solicitation requires. NOTE: A proposal containing no relevant past performance shall have past performance evaluated as neutral, in accordance with FAR Part 15.305(a)(2). A neutral rated proposal may not represent the most advantageous proposal to the Government and thus, may be an unsuccessful proposal when compared to the proposal of other offerors. SITE VISIT Contractors shall attend a mandatory site visit on Wednesday, July 13th, 2022 at to view the requirement at the Buffalo VAMC followed by the Batavia VAMC. Contractors shall email the Contract Specialist (Nathan.northrup@va.gov) no later than 2pm EST on Tuesday, July 12th, 2022 with their intention to attend. At the time of intention to attend is received, site visit specifics shall be provided. No other site visits will be provided. Contractors that do not attend the site visit shall be excluded from competition. In the interest of safety during this COVID-19 pandemic, please limit your company s attendance to two (2) individuals. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offers that fail to furnish required representation, information, or reject the terms and conditions of the solicitation may be excluded from consideration. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: ""The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."" OR ""The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"" The Quoter shall list exception(s) and rationale for the exception(s) Submission shall be received not later than 12:00 PM EST, Wednesday, July 20th, 2022.
