- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in�subpart� 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 75P00120R00180 and the solicitation is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular �2021-07. This solicitation is a total set-aside for 8(a) concerns, to be competed in accordance with FAR 19.805 Competitive 8(a). The associated NAICS code is 541219 and small business size standard is $22M. (i) Description of requirement: This is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract which will be used to support the Financial Management and Procurement Portfolio (FMP) by providing support to the following FMP service areas: Accounts Receivable, Accounts Payable, Funds Control/ Obligations and Grant/Grant-Like Payment Management Services. These services either involve or support obligation activity, payment activity, or both. The contractor shall provide and/or enhance financial services for the Program Support Center (PSC) and its customers to include customer service, administrative, clerical, and accounting support/analysis for all financial activities. (ii) Date(s) and place(s) of delivery and acceptance and FOB point. IDIQ Period of Performance: The Government anticipates award by March 31, 2022. Award will be for a five year period. Task Order #1 Period of Performance: The Government anticipates award by March 31, 2022. Award will be for a base period of twelve months with four (4) twelve month option periods. Work will be performed at the Government work-site, currently: HHS/PSC/FMS/Division of Payment Management Bethesda Place, 10th Floor 7700 Wisconsin Avenue Bethesda, MD� 20814 Work may be permitted to be performed via alternate site, such as via telework, if specifically allowed elsewhere in the contract. (iii)�The provision at�52.212-1, Instructions to Offerors-Commercial, applies to this acquisition and any addenda to the provision are identified in the attached solicitation document. (iv)�The provision at�52.212-2, Evaluation-Commercial Items, is applicable. The specific evaluation criteria to be used is: The following factors will be considered in evaluating proposals, in descending level of importance: - Technical; - Past Performance; and - Price. PSC will select the responsible Offeror whose proposal contains the combination of those factors offering the best overall value to the Government utilizing the tradeoff process. This will be determined by comparing differences in technical merit and past performance with differences in cost to the Government. The Government reserves the right to make an award to other than the lowest priced offeror or to the offeror with a higher technical score if the Contracting Officer determines that to do so would result in the best value to the Government. All evaluation factors other than price, when combined, are significantly more important than price. IDIQ Selection: PSC will select two responsible Offerors whose proposal contains the combination of those factors offering the best overall value to the Government utilizing the tradeoff process. Task Order #1: One of the�two selected awardees of the IDIQ�will be awarded Task Order #1 based upon whose proposal contains the combination of those factors offering the best overall value to the Government utilizing the tradeoff process described above. (v)�Offerors must submit a completed copy of the provision at�52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. (vi)�The clause at�52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and any addenda to the clause may be found in the attached solicitation document. (vii)�The clause at�52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and a listing of the additional FAR clauses applicable to the acquisition may be found in the attached solicitation document. (viii)�Additional contract requirement(s) or terms and conditions necessary for this acquisition and consistent with customary commercial practices may be found in the attached solicitation document. (ix)�The date, time and place offers are due. Please read the attached solicitation document carefully and prepare your proposal in accordance with the solicitation requirements. It is the Offeror's responsibility to submit all questions and proposals by the scheduled closing date and times, and in accordance with the instructions in Section L and Section M of the attached solicitation document.� The deadline for questions submission is November 30, 2021 by 11:00 AM Eastern Time. The proposal must be submitted no later than February 21, 2022 at 11:00 AM Eastern Time. (x)�The name and telephone number of the individual to contact for information regarding the solicitation. It is also brought to your attention that the Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds in connection with the proposed requirement. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is /are providing the best value and discussions are not necessary. It is the offeror�s responsibility to monitor www.SAM.gov for the release of any amendments to this solicitation.� No telephone or faxed requests for the solicitation will be accepted.
