Presolicitation Notice Page 3 of 3 Presolicitation Notice Presolicitation Notice Page 1 of 3 Pre-Solicitation Notice 36C25222B0031 Project: Replace Building 6 A-Wing Roof Project Number: 695-22-103 Location: Clement J. Zablocki VA Medical Center in Milwaukee, WI The contractor shall provide for and furnish all labor, materials, equipment, qualified supervision, and other items designated in this contract in accordance with the specifications and drawings to complete Project # 695-22-103 Replace Building 6 A-Wing Roof at Clement J. Zablocki VA Medical Center, 5000 West National Avenue Milwaukee, WI. This project includes removing existing asphalt shingles down to the existing sheathing. Twenty percent or less of the sheathing boards field identified as rotten to be removed and replaced with new boards to match. A new asphaltic roof system to be applied. This includes underlayment, ice-dam protection, drip edge, ridge vent and asphalt shingles. Due to this being a historical structure, new copper flashing to be used around the chimneys and pipe penetrations. The existing lightning protection to be removed to perform new work and to be replaced with a new lightning protection system that ties into the existing grounding location. All aluminum gutters and downspouts to be removed. Areas of the soffit, fascia, and trim where damage and rot have been identified to be demolished and patched with new wood members to match existing. All soffits, fascia boards, and trim to receive a new coat of paint. Once the fascia boards are repaired, new aluminum gutters and downspouts to be installed. A roof hatch to also be added to the roof to allow for future roof access for maintenance. Install of the hatch will require cutting and reframing of existing rafters. The project magnitude range is between $500,000 and $1,000,000. The North American Industry Classification Code (NAICS) for this procurement is 238160 (Roofing Contractors); size standard $16.5 Million applies. Time for completion is Four Hundred Fifty-Five (455) calendar days after receipt of Notice to Proceed is issued by the Contracting Officer. Pursuant to Public Law 109-461, this solicitation is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms. In accordance with VAAR 819.7003(b), at the time of submission of bids, and prior to award of any contracts, the offeror must represent to the contracting officer that it is a: SDVOSB eligible vendor IAW VAAR Subpart 819.70; https://www.va.gov/oal/library/vaar/vaar819.asp#8197001 (2) Small business concern under the NAICS code assigned to this acquisition; and (3) SDVOSB listed as verified in VIP CVE-VetBiz database at: https://www.vip.vetbiz.va.gov/ The solicitation (including any/all specifications and drawings) is scheduled be posted to Contract Opportunities found at https://sam.gov/ on or about July 14, 2022. The bid opening is approximately scheduled for August 30, 2022. A pre-bid conference/site walk-through will be conducted for this project and the time and date will be announced in the solicitation.
