SOURCES SOUGHT SYNOPSIS: �Note that this is NOT a request for quotes or proposals; the 55th Contracting Squadron, Offutt Air Force Base, NE, is seeking information for market research purposes only for the following items listed below: This is a Sources Sought announcement. The 55 Contracting Squadron is conducting market research for Blanket Purchasing Agreements (BPA�s) on the following: Project Title: Oil Spill Response Organization (OSRO) Emergency On-Call Services for Spill/Release Emergency Response Provide a proposal for emergency on-call spill response and clean-up services in the event of a spill or release of petroleum, oil, or lubricants (POL) which exceeds the capabilities of the Offutt AFB emergency response services and the Group / Squadron / Flight / Shop responsible for the release listed below. Over a Class Ill spill will require Oil Spill Response Organization (OSRO) Emergency On-Call Services for Spill/Release Emergency Response. Class I spills involve an area less than two feet in any plane dimension (direction). Class II spills involve an area not over IO feet in any plane dimension or not over 50 square feet, and not of a continuing nature. Class 111 spills involve an area over IO feet in any plane dimension or over 50 square feet, or of a continuing nature. Please see the attached Statement of Work for additional details. We believe the NAICS for these services to be 562910: Remediation Services and PSC F112: Natural Resources/Conservation-Oil Spill Response. If you believe this incorrect, please feel free to let me know what NAICS/PSC better fits the criteria. Your response shall include the following information: Capability Statement. Capability Statement Format A capability statement should be very brief and specifically related to the needs of the agency you are targeting. Preferably it is only one page, one side. Go to two sides only if absolutely necessary. Your Capability Statement should be a living document that will change depending on the targeted agency. Develop a master copy that can be tailored to a government sector, project or sources sought notice as needed. Save the document with your company's name in the file name. Distribute your Capability Statement as a PDF, not in Word, PowerPoint or other format. Many federal agencies block Word and Publisher documents; a PDF file is safer, usually smaller and will stay visually consistent when emailed. You have limited space, so be sure to stress your competencies, set-aside eligibility and past performance. The five key areas included in a successful effective capability statement are: Core Competencies - this should not be everything your business is able to do. Use bullet points and short statements of your expertise as it relates to your target agency's specific needs. Differentiators - list unique factors and benefits of your products or services that set you apart from the competition. How is your business best suited for the needs of the targeted agency? A clear statement that relates to the specific needs of the agency can help the customer understand why they should choose your firm. Past Performance - list past customers for whom you have done similar work, show benefit to the customer and provide contact reference. Pictures are worth a thousand words and save space if relevant. If past projects do not relate to the targeted agency's needs, do not list them. Company data - include one or two short sentences of your company description, including number of employees and capacity. Also list DUNS, CAGE Code, NAICS codes, and any set-aside eligibility that your business holds, such as Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), 8(a) Certification, HUBZone, or Small Disadvantaged Veteran-Owned Small Business (SDVOSB). Contact information - show contact information, including website and specific person's name. Readers will visit your website for more information; make sure it is constantly updated and provide ""hot link"" for direct access. List a professional email. Government agencies many times block Hotmail, Yahoo and Gmail accounts as junk mail. Your internet provider will typically offer professional addresses with your subscription. Contract Vehicles in which you participate (Federal and State) (If Applicable) Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition (see Statement of Need below). STATEMENT OF WORK Oil Spill Response Organization (OSRO) Emergency Response Services Date: 28 June 2022 Project Title: Oil Spill Response Organization (OSRO) Emergency On-Call Services for Spill/Release Emergency Response Provide a proposal for emergency on-call spill response and clean-up services in the event of a spill or release of petroleum, oil or lubricants (POL) which exceeds the capabilities of the Offutt AFB emergency response services and the Group / Squadron / Flight / Shop responsible for the release listed below. Over a Class Ill spill will require Oil Spill Response Organization (OSRO) Emergency On-Call Services for Spill/Release Emergency Response. The Emergency Response Proposal shall include: a.�������� Detailed Cost Estimate (from GSA Schedule, or equivalent) b.�������� List of services and equipment available within two (2) hours from scene c.�������� List of services and equipment available within eight (8) hours from scene Objectives: Because of the dynamic and changing nature of a spill/release, and the uncertainties involved with every event, the (expected) emergency spill response and clean-up services shall include, but not be limited to: I. Excavation, removal and disposal of POL and other hazardous chemicals and/or waste materials resulting from a release to the environment; Offutt AFB stores significant quantities of petroleum over 2,000,000 gallons at 89 above ground oil storage tanks. The distance from these oil storage ranks are within �to� mile from the nearest navigable water way and 5 miles from the Missouri River. 2. Emergency Response Clean up (ERC) of surfaces, soils and water involved in any such release; 3. Air monitoring (during oil/hazardous cleanup) for the protection of workers and the general public, and to meet all regulatory Agency requirements; Hazardous materials emergency response, for worker protection: 29 CFR 191 0.120 ""Hazardous Waste Operations and Emergency Response (HAZWOPER)'' standard Occupational Safety and Health Administration (OSHA). National Ambient Air Quality Standards (NAAQS) - U.S. Environmental Protection Agency (US EPA) - The Clean Air Act. which was last amended in 1990, requires U.S. Environmental Protection Agency (EPA) to set National Ambient Air Quality Standards (40 CFR part 50*) for pollutants considered handful to public health and the environment. The Clean Air Act identifies two types of national ambient air quality standards. Primary standards provide public health protection, including protecting the health of ""sensitive"" populations such as asthmatics, children, and the elderly. Secondary standards provide public welfare protection, including protection against decreased visibility and damage to animals, crops, vegetation, and buildings. *CFR = Code of Federal Regulations can be found at the website below: https://www.ecfr.gov/ 4. Remediation-related laboratory testing (e.g., biological, chemical, physical, pollution and soil/water testing); all sample results shall be submitted promptly to the Offutt AFB emergency response command structure representative(s); No Later Than 24 hours after sample submittal (unless otherwise directed by Incident Commander (IC)), and sample results submitted verbally to IC (command structure representative) within two hours after receipt of results. and in writing within eight hours of receipt. 5. Reclamation services, including but are not limited to: land, water, chemical and POL reclamation (only where directly related to the release event). 6. Disposal services performed under the BPA must be ancillary to remediation services performed (i.e., disposal of POL/chemical wastes after emergency response / emergency clean-up; contaminated soil waste and other wastes as are directly related to the release event). General Requirements: Because of the dynamic and changing nature of a spill/release, and the uncertainties involved with every event, the Project includes, but is not limited to the following work elements. I. The OSRO Contractor shall respond to Offutt AFB within two (2) hours of notification to the OSRO that services are required. 2. All on-site workers (contractor and subcontractor) performing spill response, including working with hazardous materials, must have completed the OSHA 1910.120, Hazardous Waste Operations and Emergency Response (HAZWOPER) training and/or other applicable training, plus annual refresher courses. Workers shall have completed (at a minimum) the 24-hour course. Supervisors (and above) shall have completed the 40-hour course. 3. The OSRO contractor shall furnish all labor, equipment. materials, services and incidentals for emergency response to a POL or chemical release, including booms, sorbents for soils and water application, collection and disposal devices and equipment, and other release-related equipment and supplies. 4. The Offutt AFB Incident Commander (IC) or the on-scene Environmental Element Representative (55 CES/CEIE) shall provide as much information as possible / is available at the time of the response notification, but clue to the changing nature of emergencies, some information may not yet be available at the time of notification/call�out. 6. No alterations, additions, or deletions shall be made unless by prior approval of the 55 CES/CEI� Project Manager, the Incident Commander (IC), and the Contracting Officer. All emergency response work shall be completed in a neat, substantial and competent manner.
