Description
General Information (Sources Sought only) The Contractor shall provide all necessary equipment, non-physician personnel, dialysis-specific supplies, and supervision to perform inpatient dialysis treatments at the Southeast Louisiana Veterans Health Care System (SLVHCS), 2400 Canal Street, New Orleans, Louisiana 70112-1262. This will include all inpatient dialysis needs, acute emergent and non-emergent. No outpatient dialysis treatments will be covered in the forthcoming contract. The requirement will be for inpatient dialysis services and will be all inclusive of equipment, nursing and technical personnel, and dialysis-specific supplies. Physician services will be provided by SLVHCS. SLVHCS nephrologists will maintain oversight of all aspects of care while a Veteran patient is being dialyzed. In addition to dialysis treatments in the Intensive Care Unit (ICU), the Contractor shall be expected to operate a four (4) station Acute dialysis Unit for non-ICU patients. Normal working hours for dialysis services will be 8:00 a.m. to 4:30 p.m., Monday Saturday. Staff will follow a standard 40-hour per week schedule, but individual schedules will be adjusted to ensure dialysis coverage during normal working hours. All treatments outside these hours will be on an on-call basis. Period of Performance is expected to be around 10/01/2022 09/30/2027 ESTIMATED DIALYSIS TREATMENTS (Annually) SERVICES DESCRIPTION ESTIMATED QTY / YEAR UNIT HD Treatments inside Dialysis Suite, Monday Saturday, 8:00 a.m. 4:30p.m. 800 Each HD Treatments outside Dialysis Suite, Monday Saturday, 8:00 a.m. 4:30p.m. 200 Each On-call (After Hours) HD Treatments (initiated after 4:30 p.m. Monday Saturday; all day Sunday and holidays) 125 Each Continuous Renal Replacement Therapy (CRRT) 300 Each CRRT line change (3rd and subsequent line changes in a 24-hour period) 30 Each CRRT nurse support (technical assistance; one- hour minimum) 20 Hours New Continuous Cycling Peritoneal Dialysis (CCPD) patient setup 30 Each CCPD Registered Nurse wait time charge 15 Hours Education (for Staff CRRT Training whether on site or electronic 16 Hours Note: The NAICS Code for this procurement is 621492; size standard $38.5 million. The Service Contract Labor Standards will also apply to this procurement. This Sources Sought Notice is for market research purposes only and shall not be considered as a request for quote or an obligation on the part of the Government to acquire any services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the contractor s submission of this Sources Sought Notice or the Government s use of such information. The Government reserves the right to reject in whole, or in part, any contractor s input resulting from this Sources Sought Notice. No contractual arrangement will be made as a result of this notice. Information submitted in response to this Sources Sought Notice will not be returned. All interested parties that are capable of providing the required services shall submit a response via email to billy.morris@va.gov no later than July 15, 2022, at 3:30 PM/CST. The responses shall be limited to 15 pages and address the information below.
