- REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT FOR MARINE LITTORAL REGIMENT (MLR) �SCALABLE EXPEDITIONARY FUEL SYSTEM (EFS) Purpose The Naval Surface Warfare Center Panama City Division, on behalf of the United States Marine Corps (USMC), is performing a market survey of current and developmental systems and components to fulfill the requirement for a modular and scalable family of Expeditionary Fuel System (EFS), to provide self-support refueling capabilities, for small mobile Marine units. By supporting this effort, you will be enabling the USMC to better define current technical capabilities and establish requirements for future acquisition decisions. Information provided to NSWC PCD and the USMC will not be shared or distributed beyond other U.S government agencies without express written consent. It is desired that you fill out and return the attached form for each of your products relevant to this topic. Description This market survey is intended to: a) Assess the availability of current commercial product lines and capabilities. b) Assess industries� capabilities to develop and produce a notional EFS capability, as description herein. For the purposes of this market survey, an Expeditionary Fuel System (EFS) is any mobile/deployable fuel containment system with fuel storage and dispensing capacities ranging from 20 gallons to 300 gallons. The EFS shall be sufficiently scalable and modular to permit transportability and operability from a variety of tactical utility vehicles and trailers to include, but not limited to: the Ultra-Light Tactical Vehicle (ULTV), the family of Joint Light Tactical Vehicles (JLTV), the family of Medium Tactical Vehicle Replacement (MTVR).� The EFS shall also be sufficiently scalable and modular to be transportable by common rail carriers, commercial trucks, and organic assault support aircraft. Planned versions of the EFS support either 1) a tactical utility vehicle-transportable system, or 2) a man-transportable system.� Version 1, Tactical Utility, Vehicle-Transportable System System should be scalable in fuel storage capacity and incorporate/integrate a self-pumping capability. � The self-pumping capability will be capable of being powered by a 12-volt or 24-volt supply, as typically available from the host vehicle platform. System should have an inherent fuel-filtering capability. Designed to be employed by any user. Compatible with diesel and aviation turbine fuels. The vehicle-transportable EFS shall have integral lifting and handling features to permit the rapid movement of the EFS fuel container (full or empty) from one ground location to another, or from one vehicle to another vehicle. The vehicle-transportable EFS shall have integral tie-down/securing provisions to permit securing of the fuel container (full or empty) inside the cargo bed or storage area of the host vehicle. The vehicle-transportable EFS shall ideally incorporate features to permit stackability of the fuel container (full or empty) to minimize storage and operational footprint. Systems that do not include an inherent self-pumping and/or fuel filtering capability but have ability for adding that capability are also of interest. Version 2, Man-Portable System System should be scalable, lightweight, and self-pumping. The pump will be integrated and able to be powered manually or by a 12-volt or 24-volt supply. System should have an inherent fuel-filtering capability. � Designed to be employed by any user. Compatible with diesel and aviation turbine fuels. The man-portable EFS shall also include lifting and handling features to permit the rapid movement of the EFS fuel container (full or empty) from one ground location to another, or from one vehicle to another vehicle. The man-portable EFS shall incorporate suitable tie-down/securing provisions to permit securing of the fuel container (full or empty) inside the cargo bed or storage area of the host vehicle.
