Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number NB688000-22-02116 is a Request for Quotation (RFQ) conducted under the authority of FAR 13, Simplified Acquisition Procedures.�This RFQ, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-06.�The associated NAICS 334220 code has a small business size standard of 1,250 employees. This requirement is set aside for small business competition. The National Institute of Standards and Technology's Physical Measurements Laboratory requires two satellite antennas for ground- or roof mounting, capable of sufficient high transmission and reception gain over the Ku-band of microwave carriers. The NIST campus in Boulder, CO is designated as a high-wind (mountainous) area with a current ultimate wind gust design guideline of 165 mph. Therefore, high-wind survivability is specified as an important option interested contractors should address in their quotes. Motorization of the elevation, azimuth, and polarization degrees of freedom is considered an important option as well. Attached is the Requirements and Specifications detailing all contract requirements and salient characteristics for this solicitation. All proposed items must meet all requirements listed in the specifications document (Attachment A). Date(s) and place(s) of delivery and acceptance and FOB point (FOB Destination) are required in accordance with Attachment A. The Government will award a firm fixed price purchase order resulting from the responsible offeror whose quotation conforming to the requirements of the solicitation represents the BEST VALUE to the Government considering�the Government�s evaluation factors provided in the attached Addenda. See attached Instructions and Evaluation Criteria, and Basis for Award. Inquiries regarding the subject RFQ shall be submitted electronically to the Contract Specialist, Aaron Ritter, at aaron.ritter@nist.gov utilizing Attachment B - Question Submittal Form, no later than 10:00 a.m. (Mountain Time) on July 7, 2022.� Quotes shall be submitted electronically to the Contract Specialist, Aaron Ritter, at aaron.ritter@nist.gov no later than 10:00 a.m. (Mountain Time) on July 15, 2022.
