- This notice is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation and offers are being requested.� The attached documents contain additional details: �80KSC022R0009 RFP.pdf.; Attachment 1 SOW; Attachment 2, Capability Form, Attachment 3, Price Proposal Template and Attachment 4, Government Furnished Property List. This notice by the National Aeronautics and Space Administration (NASA) John F. Kennedy Space Center (KSC) is to issue a Request for Proposal (RFP) 80KSC022R0009 for the NASA Agency-wide Supply of Gaseous and Liquid Helium acquisition for requirements at Glenn Research Center (GRC) and GRC Armstrong Test Facility (ATF); Goddard Space Flight Center (GSFC); Jet Propulsion Lab (JPL); Johnson Space Center (JSC) and White Sands Test Facility (WSTF); Kennedy Space Center (KSC) and Cape Canaveral Space Force Station (CCSFS), Langley Research Center (LaRC); Marshall Space Flight Center (MSFC) and Michoud Assembly Facility (MAF); Stennis Space Center (SSC) and Wallops Flight Facility (WFF) and Columbia Scientific Balloon Facility (CSBF). The requirements for each location are described in the attached Statement of Work and the estimated quantities are described in the schedule of services for helium table in Section 2 of the RFP. This acquisition is for full and open competition; no set-aside will be used. Multiple award Indefinite Delivery Requirements contracts with firm-fixed price delivery orders are anticipated. The NAICS Code and Title: 325120 Industrial Gas Manufacturing with a Size Standard of 1000 employees.� The offeror shall state in their offer their size status for this acquisition. The provisions and clauses in this RFP are those in effect through FAC 2022-06, which can be found at https://www.acquisition.gov/browse/index/far. In addition to the requirements specific clauses and provisions in the attached RFP, the following clauses and provisions for commercial products or commercial services are applicable to this acquisition and are found in the RFP. Clauses: FAR 52.212-4 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Products and Commercial Services (NOV 2021) and Addenda and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Products and Commercial Services (MAY 2022). Provisions: 52.212-1 Instructions to Offerors-Commercial Products and Commercial Services (NOV 2021) and Addenda. FAR 52.212-2 Evaluation-Commercial Products and Commercial Services (NOV 2021) and Addenda; FAR 52.212-3 Offeror Representations and Certifications-Commercial Products and Commercial Services (MAY 2022) should be completed online at https://www/SAM.gov. Prospective offerors shall notify this office of their intent to submit an offer. The offeror shall submit all questions, if any, no later than July 13, 2022, at 4:30 p.m. Eastern Time to allow for analysis and dissemination of responses in advance of the proposal due date. The Government will not guarantee a response to late questions. Questions shall not be directed to the technical activity personnel. The Government will not answer oral questions due to the possibility of misunderstanding or misinterpretation. Offers in response to this combined synopsis/solicitation are due no later than August 1, 2022, at 4:30 pm Eastern Time. See RFP provision 6.3.(b) for proposal submission instructions. � All responsible sources may submit an offer which shall be considered by the agency. This request for offers does not commit NASA KSC to pay any proposal preparation costs in response to this RFP. NASA Clause 1852.215-84, Ombudsman, is applicable.� The Ombudsman for this acquisition is Burton R. The Government is not responsible for any failure attributable to the transmission or receipt of documents submitted using electronic means, including the missing of any established deadlines. Failure to submit a complete electronic proposal by the due date and time specified for this RFP shall result in the proposal being considered late and shall be handled in accordance with FAR 52.212-1 Instructions to Offerors � Commercial Products and Commercial Services (NOV 2021).
