- This procurement is to purchase an Analyzer, accessories to the analyzer and a license used during installation of the Solid State Power Amplifiers (SSPA) in the Remote Ground Station (RGS), Australia. The KeySight Fieldfox unit will allow the most flexibility when it comes to installing and troubleshooting the new 1 kw SSPAs. It provides 2 port S-Parameters functions, spectrum analyzer functions, Vector Network Analyzer (VNA) functions, and power meter functions all rolled into a singular portable device. This will include a Spectrum Analyzer, a function license, a pre-amplifier function interference analyzer, vector network analysis, 2 port parameters and a upgraded built-in power meter. The BOM includes the details and components included in this purchase. Urgency � The nature of the requirement has been deemed urgent due to unusual and compelling circumstances. Following competitive procedures would result in unacceptable delays resulting in serious injury to the Government. The nature of the requirement has been deemed urgent due to the needs of the program as well as the market research completed thus far. This purchase is needed by next month and the equipment required is so mission critical that the routine processing time a competitive procurement would require would result in serious injury to the Government, as a trip to the site where the analyzer, its accessories and license will be used to perform an antenna upgrade has been planned around the delivery of the analyzer. The sole vendor who can meet the delivery timeline only has two of the analyzers in stock and recommends securing it as soon as possible as it is a highly in demand tool. If the Government is unable to secure the analyzer, this vendor will not get it back in stock until mid-August, which would be after the required delivery. Furthermore, there is a brand name requirement, as acquisition of any equipment other than the KeySight Fieldfox Analyzer will be non-compliant and would cause an unacceptable degradation in data processing and distribution functionality. Use of any other brand name equipment could also result in the need to rewrite the Monitoring and Control software. Initial market research was conducted by searching for authorized sales and rental partners for the brand name for the analyzer � KeySight Technologies. A list of 10 vendors were found, of which 2 were contacted, TestEquity LLC Newark Electronics Corporation, regarding their market capabilities to meet the requirement. Another vendor, Radwell International LLC, was also contacted to assess feasibility to meet the Government requirement. Unfortunately, Radwell and Newark could not meet the Government requirement to deliver the items no later than July 18, 2022, however it appeared that TestEquity would be able to meet the requirement. Additional market research was conducted by searching the federal supply schedules and one vendor, Technical Communities Inc (DBA TestMart), was found who had the analyzer available on the schedule. However, upon contacting them, their lead-time was 14 weeks and they were unable to meet the delivery schedule required by the Government. On June 13, 2022, TestEquity was contacted who confirmed they would be able to fulfill the delivery schedule requirement by the Government. This is a Brand Name Justification (BNJ) for the KeySight Fieldfox unit, its accessories and a license. As alluded to above, the KeySight Fieldfox unit is the only brand name acceptable for this requirement and none of the mandatory or preferred sources are feasible.
