- The VA New York Hudson Valley, VA New York Harbor, and VA New Jersey Health Care Systems within the New York/New Jersey VA Health Care Network (VISN 2) have a need for contractor(s) who can provide emergency, residential housing and case management services to homeless Veterans as part of the community based Health Care for Homeless Veterans (HCHV) program. These transitional housing programs are for VA health care eligible Veterans who require safe and stable living arrangements while seeking permanent housing. The contractor works in close collaboration with VA to provide Veterans community-based, residential environments with sufficient therapeutic services to meet the needs of those Veterans. Contracted Emergency Residential Services (CERS) programs target and prioritize homeless Veterans who are transitioning from literal street homelessness, discharged from institutions, in need of medical respite, and/or recently homeless. CERS programs, either directly or through linkage with community and other VA services, provide low demand, time-limited services such as supporting mental health stabilization, Substance Use Disorder (SUD) treatment services, enhancement of independent living skills, vocational training, and employment services. Emphasis is placed on referral and placement into permanent housing or longer-term residential programs utilizing VA and/or community resources. Facilities that provide these services must be in centralized locations, near public transportation, and near areas that provide employment. The facility for the VA Hudson Valley Health Care System must be within 35 miles of Peekskill, NY. The facility for VA New York Harbor Health Care System must be located in Manhattan, Brooklyn, or Queens (not Staten Island). The facility for the VA New Jersey Health Care System must be located within Northern or Central New Jersey. It is estimated that Request for Proposal (RFP) 36C24222R0035 will be available for download from this website on or about July 8, 2022. No hardcopies will be sent. Three awards will be made as a result of this RFP: one award for the VA Hudson Valley Health Care System, one award for the VA New York Harbor Health Care System, and one award for the VA New Jersey Health Care System. Once the solicitation released, questions must be submitted in writing to the Contract Specialist at Heather.Schrader@va.gov. Questions must be received a minimum of 10 business days before the closing date listed in the RFP. If warranted, responses to inquiries will be incorporated into a written amendment posted on this website. Verbal questions and phone calls will not be addressed. Questions in response to this pre-solicitation notice will not be addressed. Offerors are encouraged and are responsible for routinely checking this website for any solicitation amendments that may be issued throughout the proposal period. This requirement is being solicited as unrestricted. The NAICS Code for this requirement is 624221 Temporary Shelters and the Size Standard is $12 Million. Contractors are required to be registered with the System for Award Management (SAM) prior to contract award.
