- NON-COMPETITIVE COMBINED SYNOPSIS / SOLICITATION Title: On-Site Repair Service for three existing Acumen Instruments:� EX801, EX909, and EX0302 �(i)������� This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)������� The solicitation number is 75N95022Q00342 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures; and FAR Part 12�Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).� The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), on behalf of the National Center for Advancing Translational Sciences (NCATS), intends to negotiate and award a purchase order without providing for full and open competition (including brand-name) to: SPT Labtech Ltd Melbourn Science Park Melbourn Royston Herts, SG8 6HB, UK This acquisition is conducted as non-competitive for a commercial item or service and is conducted pursuant to FAR 13.106-1(b)(1). The rationale for the brand-name justification is that this equipment is discontinued and SPT Labtech, Ltd. Is the only vendor who still possesses the software, parts, and intrinsic knowledge of these instruments. Only this suggested source can furnish the requirements, to the exclusion of other sources, because they alone have the trained personnel and access to parts and software to service these units. � (iii)������ The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2022-06, with effective date 05/26/2022. (iv)������ The associated NAICS code 811219 and the small business size standard is $22M.�� This requirement is full and open with no set-aside restrictions. (v)������� This requirement is for the following services: (vi)������ The NCATS Chemical Genomics Center (NCGC) is tasked with identifying and developing novel small molecule leads against a wide spectrum of human disease targets, which it accomplishes by screening thousands of small molecules in collaboration with both intra-and extramural researchers. In pursuit of this goal, the Center has a strong internal transdisciplinary team of scientists who continually discover novel small molecules for application against a wide range of human diseases. ����������� As such, discovering probe molecules that could serve as starting points for therapeutics in rare cancers is of great interest within NCATS. NCATS has several projects that address many aspects of oncology mechanisms and approaches to discovering novel, effective small molecules. Our Acumen units are part of our Robotics system for screening and are used by the whole center. The services requested here are to inspect and perform functional checks on instruments that will provide insight on efficacy across many cancers and will help progress and provide critical scientific guidance on projects that NCATS has been working on for many years. ����������� There are currently 3 separate Acumen instruments that need service.�NCATS will provide access to the facility and access to the units being serviced. �������� � �Documentation shall be provided by the vendor to show they completed any inspections and functionality checks of performance attributes on the equipment. �������� (vii)����� The Government anticipates award of a firm fixed-price purchase order for this acquisition. The anticipated award date is July 28, 2022, and the anticipated period of performance is four (4) weeks. The price proposal must include the labor categories, an estimate of the number of hours required for each labor category, fully loaded fixed hourly rate or each labor category, breakdown and rationale for other direct costs or materials, and the total amount. The Unique Entity ID from SAM.gov, the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.
