- W9123822S0013 W9123822R0041� - USACE SPK DBB Two-Phase Design-Bid-Build construction of the Fuel Hydrant System Replacement at Beale Air Force Base (AFB). The U.S. Army Corps of Engineers (USACE), Sacramento District (SPK), anticipates a potential requirement to replace the fuel hydrant system at Beal Air Force Base (AFB). ��� The Government intends to solicit a Request For Proposals (RFP) in a two phased acquisition awarded as Best Value- Lowest Price Technically Acceptable that will result in award of a Firm-Fixed Price contract. The Government estimates issuing the solicitation for Phase One of this Two-Phase Design-Bid-Build project on or around June 2022. Project Description: �Work is anticipated to include Design-Bid-Build (DBB) construction services to construct a Fuel Hydrant System Replacement. The contractor shall replace the current hydrant system by installing two-5,000 barrel tanks, a pump-house, five-600 gallon per minute pumps, seven filter separators (two receipts, five issue), two fill-stands and four hydrant outlet pits, and three position pantographs refueling arm positions 1,250 feet each.� They shall install security lighting at the Hydrant Storage System, install electric product recover pumps for water draw off at tanks, install proper drainage around hydrant secondary containment berms, install all pipe supports, equipment, and appurtenances related to the new JP-8 fuel piping, and install audible alarms on tanks and pump-house. The project will include hydrant outlets, piping and related pipe appurtenances, cathodic protection, fuel pump house control room and shelter with pumps, filter separators and related piping, valves and fittings, fuel storage with containment, access walks/stairs, truck fill stands, truck unloads, hydrant hose truck checkout stand, and product recovery tank. Supporting efforts include site clearing & grading, site improvements for access roads, parking, secondary containment, drainage, utility improvements, pig launcher and receiver stations, pavement and markings, and security fencing. Electrical and communications work includes control systems, underground primary and secondary services, communications, pad mounted transformers, emergency generator, site lighting, automatic tank gauging system, grounding & lighting protection, emergency power down switches, pump connections and demolition/rerouting of existing electrical utilities. A storage and pump station will be required to continue the operation of our flight line hydrant system.� Two JP-8 tanks are required to be built to maintain current flying operations and future needs.� The Repair Hydrant System MILCON repairs 1952-era facilities that have reached the end of their life.� If project is not implemented, the Hydrant System shall be out of environmental compliance in less than five years.� This project is at a yet- operational facility with quantified serious degradation of the eight 50K gallon underground storage tanks, indicating failure is imminent. Beale AFB supports a squadron of eight KC-135R Stratotanker aircraft as well as a variety of smaller-framed aircraft from the Aeroclub.� Provisions are also in place to simultaneously support two wide-body transient aircraft, which typically include C-17s or C-5s.� Anti-Terrorism Force Protection, cyber-security and sustainable design principles will be incorporated into the design and construction. The potential requirement may result in a solicitation issued approximately June 2022. If solicited, the Government intends to award the contemplated requirement as a firm-fixed-price contract by approximately 30 September 2022. It is estimated that the potential requirement can be completed within 720 calendar days. Additional Information. In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 236.204(ii) the estimated magnitude of construction is expected to be between $25,000,000.00 and $100,000,000.00. The North American Industrial Classification System (NAICS) code for the potential requirement is anticipated to be 237120 (Oil and Gas Pipeline and Related Structures Construction). The small business size standard for this NAICS, as established by the U.S. Small Business Administration, is $39.5 Million annual revenue. The Product Service Code for the potential requirement is anticipated to be Y1NA (Construction of Fuel Supply Facilities). The solicitation is anticipated to be issued through the Governmentwide Point of Entry (GPE)� (www.SAM.gov) on or about July 2022 as an unrestricted requirement. Please do not request a copy of the solicitation, or additional plans and specifications, as they are not currently available. Draft plans and specifications will be made available for inspection without charge after the solicitation is released, when requested and delivered by electronic mail and/or data interchange. The solicitation will be made available without charge when accessed through the GPE or requested and delivered by electronic mail and/or data interchange. PLEASE NOTE: this project and/or the proposed solicitation and contract action may be changed, delayed, or canceled at any time. The ONLY Interested Vendors / Plan Holders / Bidders List is available through SAM.gov. Contractors are responsible for self-identifying as interested vendors and contacting other interested vendors. USACE-SPK will not review capabilities statements submitted in response to this Notice or coordinate partnering arrangements between parties. The most common is a valid US passport, but a certified birth certificate or social security card will also work.
