This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The work includes, but is not limited to, renovations of existing buildings. This project consists of Design Bid Build Renovation for existing Building # 5 at Veterans Affairs North Chicago, IL.� The building is an existing 2 story masonry and cast in place concrete building.� It will serve as a swing space for administrative functions.� The scope of work consists of removing the interior walls, systems, etc. leaving the structure in-tact for both stories, 13,150 SF Veterans Affairs Building #5. The new design includes but is not limited to administrative offices, shared offices, break areas, and meeting spaces.� Building #5 will be a complete interior renovation with removal of existing interior partitions, stairs, and MEP systems. The project converts Building #5 from a training facility into a facility that can be used as swing space while other VA facilities are being renovated in support of the Lovell Federal Health Care Center installation. It will be constructed in accordance with the references provided in the design and specifications. Work includes demolishing walls, unused equipment, replacing electrical, mechanical, fire sprinklers, communication and security systems, reconfiguring and expanding restroom facilities, reconfiguring and replacing existing power, lighting, and HVAC systems, renovating/modifying walls, elevator, ceilings, doors and penetrations to meet Secure Area and structural requirements. **************************************************************** Procurement Method: Best Value Trade Off Source Selection **************************************************************** The NAICS Code for this procurement is 236220 � Commercial and Institutional Building Construction and the annual size standard is $39,500,000.00. **************************************************************** Estimated cost:� $5,000,000 to $10,000,000.� **************************************************************** This is a new procurement.� It does not replace an existing contract.� No prior contract information exists.� **************************************************************** Offerors can view and/or download the solicitation, and any attachments, at https://www.sam.gov when it becomes available. **************************************************************** The proposed contract listed here is 100 percent Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside.� The Government will only accept offers from certified Service-Disabled Veteran-Owned Small Business (SDVOSB) business concerns. **************************************************************** The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price (or cost) proposal for evaluation by the Government. **************************************************************** Offerors shall submit with their offer a bid bond of 20% of the amount for Construction Wage Rate Requirement (CWRR) (formerly known as Davis Bacon Act (DBA)) work. *************************************************************** 17.� Place of Performance � Building 5 Veterans Affair at Federal Health Care Center A Street, North Chicago, Illinois 18.� This procurement is being set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) A sources sought notice ACQR5937817 for this procurement was posted on 13 June 2022 on https://www.SAM.gov, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms.� As a result of the market research analysis, a determination was made to set aside this procurement for Service-Disabled Veteran-Owned Small Business (SDVOSB).� The NAVFAC Mid-Atlantic small business office concurs with this decision.
