- Wilmington VA Medical Center (WVAMC) - Police Radio Encryption Upgrade Sources Sought Notice Purpose and Objectives: The intent of this Sources Sought Notice is to identify potential businesses capable of providing the Police Radio Encryption Software Upgrade as listed in the below Statement of Work (SOW). Police Services has been working to review equipment and software programs to ensure compliance with VA regulations and technology standards. The current Police Radio Encryption system being utilized by the Police Department for collection, storage, and retrieval of data does not meet policy standards. In order to properly protect sensitive data being managed by the system, an upgrade of the system software to Police Radio Encryption to accept Multikey and TDMA Operations, as well as DES, DES-XL, and DES-OFB encryption. The Wilmington VA Police uses the Delaware State Communication s (DSC) repeater towers for our radio communication. DSC is in the process of updating the system to improve their encryption and repeaters. It is expected that NAICS Code 811213, Communication equipment repair and maintenance. The Government anticipates a Six Month Contract, Starting 8/1/2022. Vendors to this Sources Sought Notice shall demonstrate the firm's ability, capability, and responsibility to provide the Police Radio Encryption Software Upgrade as described below. Vendors shall include the following information: Business name, address, Point of Contact, Business size. Vendors shall indicate if they are the direct supplier of the items. All information is to be submitted via e-mail at antonio.armstrong2@va.gov. Information provided will not be returned. All responses shall be in the English Language. Responses are due by 4:00pm (ET) on Monday, July 4, 2022. No submissions will be accepted after this date and time. Questions can be submitted electronically to antonio.armstrong2@va.gov. This is a Sources Sought Notice and submissions will be used for informational and planning purposes only. This notice does not constitute a formal Request for Quote (RFQ), nor is the government obligated to issue an RFQ. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this survey either. STATEMENT OF WORK A. GENERAL INFORMATION 1. Requirement: The Wilmington Veteran Affairs Medical Center (WVAMC), 1601 Kirkwood Highway, Wilmington, DE 19805-4917. 2. Title of Project: Police Radio Encryption Upgrade 3. Scope of Work: Wilmington VAMC requires 25 APX 6000s and 2 APX 7000s handheld transceivers to allow communication internally and externally by using Delaware State Communication s (DSC) repeaters. Contractors need to upgrade all components and programming to receive the DSC new encryption. 4. Background: Police Services has been working to review equipment and software programs to ensure compliance with VA regulations and technology standards. The current Police Radio Encryption system being utilized by the Police Department for collection, storage, and retrieval of data does not meet policy standards. In order to properly protect sensitive data being managed by the system, an upgrade of the system software to Police Radio Encryption to accept Multikey and TDMA Operations, as well as DES, DES-XL, and DES-OFB encryption. The Wilmington VA Police uses the Delaware State Communication s (DSC) repeater towers for our radio communication. DSC is in the process of updating the system to improve their encryption and repeaters. During this phase of the update, VA Police no longer have the possibility to communicate directly with outside law enforcement. The next phase of DSC update would cause the VA Police not to be able to use their radios. 5. Performance Period: The contractor shall complete delivery of all equipment required under this Statement of Work (SOW) within 30 days of contract award. If the contractor proposes an earlier delivery date, and the Government accepts the contractor s proposal, the contractor s proposed delivery date shall prevail. Equipment delivery to the Government site shall not take place on Federal holidays or weekends unless directed by the Contracting Officer (CO) or a representative of Police Services. 6. Type of Contract: Firm-Fixed Price The period of performance shall be for a six (6) month period. Six-month Contract Period of Performance: 08/01/2022 02/01/2023 7. C&A Requirements: The C&A requirements do not apply, and a Security Accreditation Package is not required. B. CONTRACT AWARD MEETING The contractor shall not commence performance on the tasks in this SOW until the CO has conducted a kickoff meeting, or the CO has advised the contractor that a kick off meeting is waived. C. EQUIPMENT SPECIFICATIONS: Contractor shall provide the following: Programming and installation of parts need to be accomplished around the VA Police schedule. VA Police cannot be without radio communication. VA Police will work with the contractor and switch radios during shift if needed. DELIVERY Packaging shall be marked to the attention of Police Services and shall be delivered to the following address: Wilmington VA Medical Center Police Services (07B) 1601 Kirkwood Highway Wilmington, DE 19805-4917 Specific delivery date and time for deliverables in accordance with this requirement shall be coordinated after contract award. Responses to this RFI should include company name, address, point of contact, phone number, and point of contact e-mail, DUNS Number, Cage Code, size of business pursuant to North American Industrial Classification System (NAICS) 811213. Please answer the following questions: Please indicate the size status and representations of your business, such as but not limited to: Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, Woman Owned Small Business (WOSB), Large Business, etc.)? Is your company considered small under the NAICS code identified under this RFI? Are you the manufacturer, distributor to the items being referenced above? (4) If you are a large business, do you have any designated distributors? If so, please provide their company name, telephone, point of Contact and size status (if available). (5) If you re a small business and you are an authorized distributor/reseller for the items identified above, do you alter; assemble; modify; the items requested in any way? If you do, state how and what is altered; assembled; modified? (6) Does your company have an FSS contract with GSA or the NAC or are you a contract holder with any other federal contract? If so, please provide the contract number. If you are an FSS GSA/NAC contract holder or other federal contract holder, are the items/solution you are providing information for available on your schedule/contract? (7) General pricing of your products/solution is encouraged. Pricing will be used for the purpose of market research only. It will not be used to evaluate for any type of award.
