Authority Cited: 10 U.S.C. 2304(c)(2), as implemented by FAR 6.302-2, Unusual and Compelling Urgency. Reason for Authority Cited: The contractor, Frazier Aviation, is a go-to provider for aircraft parts and was noted as an available vendor from Robins AFB for the procurement of needed parts in order to repair the C-130J model aircraft at the 130th Airlift Wing (AMC), in Charleston, West Virginia.� The aircraft requiring repairs, tail number 5917, was grounded due to structural damage following a hard landing with a tail strike.� With the aircraft grounded, mission capable rates have dropped and the unit is seriously injured concerning meeting ongoing mission requirements.� Most aircraft repair can be accomplished without major areas of an aircraft needing repair, however, the tail damage on this airplane was extensive enough to work with Robins AFB personnel to ascertain not only the required parts, but also procurement of parts through Local Purchase Authorization to the Base Contracting Office at the 130th Airlift Wing.� It is not feasible to provide for full and open competition in this acquisition because the requirement is considered to be urgent and compelling for the 130th Airlift Wing Maintenance Group.� Justification and Approval (J&A) on file for this requirement.� To award this issue competitvely would adversely impact the Federal Government.� Contract was not award competively, but is a fixed-price action.��
