Description

SPECIAL NOTICE NFFN51202200018SRG *** National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Minuteman Security Technologies, Inc. (formerly known under name of Skynet Integrations, LLC prior to being purchased) in �Tampa, FL of the United States for purchase of equipment, installation, and repair of ten (10) Exterior Access Control Doors for the Bayboro Facility. ***The sole source determination is based on the NOAA, National Marine Fisheries Service (MNFS).� Due to Exclusive Licensing Agreement/Restrictive Rights/Authorized Reseller, this vendor is the only authorized vendor and this is based on The current Access Control System (CCURE 9000) was installed through Purchase Order 1305M2-19-P-NFFN0296.� The Software manufacturer (Tyco) places restrictions on access to security controls for the Access Control System.� The manufacturer (Tyco) mandates only the vendor who installed the system (Minuteman Security Technology, Inc.) has access rights to the security controls to make repairs to the current Access Control System.� Another vendor/company would be prohibited from accessing the security controls of the system in order to make repairs.� Product delivery and repair to be completed within 30 days after award. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
