- NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) and the Office of Marine and Aviation Operation (OMAO), using the procedures set forth in FAR 13, intends to negotiate on a sole source basis with iXblue, Inc. located at 1580 Lincoln St., Suite 860, Denver, CO 80203 for a firm-fixed price contract for the company to provide Fiber Optic Gyro Compasses for the NOAA Ship Henry Bigelow and Reuben Lasker. iXblue, Inc is the only known business that meets the Mean Time Between Failure (MTBF) of 150,000 hours requirement. The following will be procured for this requirement. The mechanical gyro compasses are being replaced on the NOAA Ships Henry Bigelow and Reuben Lasker by Fiber Optic Gyro (FOG) compass systems. The contractor shall provide the following parts at the requested quantities: pack quadrans fiber optic gyrocompass dual-us; KAA00071; quantity 4ea, NAVBOX - Switchover DDU � NMEA Ethernet free of export; SAS00037; quantity 2ea, Dual Quadrans Mounting Cages; NAV01861/2; quantity 2ea, Cable - Pigtail - Fischer - 19pins -5m - Serial I/O free of export; SCA00048; quantity 4ea, IMO Dual 24Vdc Switch over PSU; PR241; quantity 4ea, J-Box; NAV00089; quantity 4ea, Seatronx CPU; MPC-3600-i5; quantity 2ea, Touch Screen 8.4� 800x600 Marine Display; XT-8TUSB; quantity 2ea. One set of FOG compass components will be shipped to the Reuben Lasker and one set will be shipped to the Henry Bigelow. The associated NAICS code is 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. **This notice of intent is not a request for competitive quotes and no solicitation package is available. However, if any interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. Information received will be considered solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Evidence must provide the ability to complete the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
