- This synopsis is hereby issued in accordance with FAR Part 5.201. The purpose of this synopsis is to announce Naval Information Warfare Center, Pacific (NIWC Pacific)'s intent to award a Firm-Fixed-Price purchase order on a sole source basis to Signature Research, Inc. (CAGE: 0VSZ5). The requirement is for design and development services for TrueView software. The Government intends to negotiate solely with Signature Research, Inc. under the authority of FAR 13.106-1(b), only one source capable of meeting the Government's requirement. FAR Part 13, Simplified Acquisition Procedures applies. The applicable NAICS Code is 541330 and the size standard is $41,500,000.00. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirements may submit a quote, and may be considered by the Government. Comments, questions, or concerns regarding this notice may be submitted via e-mail ONLY to christina.j.catabay.civ@us.navy.mil by 5 July 2022, 5 PM Pacific Time (PT). All responses received by this date may be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. To respond to this announcement, you must be registered to the NIWC E-Commerce website at https://e-commerce.sscno.nmci.navy.mil and upload your inquiry under NIWC Pacific/Simplified Acquisitions/N66001-22-Q-6360. All responding vendors must be registered to the System for Award Management (SAM) website prior to award of contract. Information can be found at https://www.sam.gov.
