N/A 16) Description. This is a pre-solicitation notice only and does not constitute a solicitation. Accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Specific instructions on submitting responses will be contained in solicitation documents. A date and time for a site visit will be specified in the solicitation. A firm fixed priced purchase order is anticipated. Requirement is 100% set-aside for small business. The applicable NAICS is 238220 and the business size standard is $39.5 M size standard. Contractor shall be registered in System for Award Management (SAM)under the appropriate NAICS code. In accordance with Federal Acquisition Regulations (FAR) Subpart 36.204(b), Disclosure of Magnitude of Construction Project, the magnitude of this project is between $250,000 and $500,000. The location is at the National Capital Parks � East Headquarters located at 1900 Anacostia Drive, SE, Washington, DC 20020. The period of performance is for 10 months from the issuance of the Notice to Proceed. In compliance with FAR 22.403-1, Construction Wage Rate Requirements, the prevailing wage rates will apply. A solicitation will be issued as a Request for Proposal (RFP) solicitation. The solicitation subsequent to this announcement may be canceled at any time. NOTE: This notice does not obligate the government to award a contract nor does it obligate the government to pay for any quote preparation costs. Project Description The National Capital Parks-East is 13 park sites, parkways and statuary covering more than 8,000 acres of historic, cultural, and recreational parklands from Capitol Hill to the nearby Maryland suburbs. National Capital Parks-East manages a diverse set of parks in Maryland and Washington, D.C. including: � Anacostia Park (MD) � Baltimore-Washington Parkway (MD) � Capitol Hill Parks (DC) � Carter G. Woodson Home National Historic Site (DC) � Fort Dupont Park (DC) � Fort Washington Park (MD) � Frederick Douglass National Historic Site (DC) � Greenbelt Park (MD) � Harmony Hall (MD) � Kenilworth Park & Aquatic Gardens (DC) � Mary McLeod Bethune Council House National Historic Site (DC) � Oxon Cove Park and Oxon Hill Farm (MD) � Piscataway Park (MD) � Shepherd Parkway (DC) The contractor shall provide for all labor, materials, supplies, equipment, transportation, supervision, ancillary services, and all other necessary items to complete this project, performing all work in complete compliance with this Statement of Work, and any plans, drawings, and specifications issued or directed through this solicitation and award in order to ensure quality workmanship. At a minimum, the supplies and materials shall be of a quality to conform to all applicable Federal specifications. The work to be performed under this contract consists of construction services for replacement of the existing boiler at the National Capital Parks - East Headquarters located at 1900 Anacostia Drive, SE, Washington, DC 20020. The work will include the following: Base Items a. The Design-Build contractor shall provide all labor, material, equipment, engineering, and supervision for inspection and investigation of existing conditions, and design and construction of a new energy efficient two-boiler system per requirements in the Statement of Work (SOW). b. Demolish and remove the existing hot water boiler and its associated system components such as but not limited to, the burners, controls, flue gas connections, pumps, and it�s all mechanical, controls, and electrical connections. c. Replace the existing hot water boiler and its associated components such as natural gas burners, controls, gas connections, pumps, flue, etc. with new modern and energy efficient two gas-boiler system that will integrate with existing infrastructure and controls, and capable of providing balanced heating throughout the headquarters (HQ) building. The new two-boiler system shall have at minimum the same capacity of the existing boiler system with higher efficiency.
