Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the information in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items; and, FAR 13, using Simplified Acquisition procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation will be available on 30 June 2022 at the following website: https://sam.gov/. The Request for Quote (RFQ) number is N0018922Q0209. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses are accessible in full text at the following addresses: www.acqnet.gov/far and http://www.acq.osd.mil. The North American Industry Classification System (NAICS) code is 541690 and the Small Business Size Standard is $16.5M. The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This combined synopsis/solicitation is NOT a request for competitive proposals; however, the Government will consider all bids, proposals, or quotations received by the closing response date. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. The NAVSUP Fleet Logistics Center Norfolk (FLCN), Norfolk, VA 23511-3392 intends to award a Firm-Fixed-Price, sole source contract to the George Washington University for the collection and analysis of ship air wake data using USNA provided Unmanned Aerial Vehicles (UAVs). The ship air wake data collection system includes two ultrasonic anemometers, an inertial measurement unit and a Real Time Kinematic (RTK) satellite-based positioning system. Ship air wake turbulence astern of US Navy vessels will be measured and recorded with the data collection system. This data will then be analyzed to support validation of advance computer simulations used by Naval Air Systems Command (NAVAIR) to determine acceptable launch and recovery envelopes for small UAVs. Additionally, the capabilities of the current VIO autonomous system will be expanded to include greater detection range under a wide variety of ambient lighting and weather conditions. Approximately 12 days of underway testing will be accomplished on US Naval vessels, primarily on USNA YP689 to support the enhanced VIO and related technology development. Professor Taeyoung Lee (Mechanical and Aerospace Engineering at GWU) and his research team have extensive experience in the operation of small UAVs from USNA research vessel YP689. Professor Lee was Co-Principal Investigator on the Office of Naval Research Grant (2015 to 2018) where small UAVs were used to collect off ship air wake turbulence data and under solicitation N001819Q0301 (2019) where UAV autonomous landing capability was developed. Professor Lee and his personnel have conducted over 45 successful underway flight operations on Y689 (and predecessor YP700) and have extensive understanding of the proper collection of data from small UAVs in the demanding shipborne underway environment. Professor Lee's research team has developed a refined and lightweight data collection system that mounts directly underneath the USNA research UAV. Professor Lee's research team developed software tools that correctly and efficiently analyze ship air wake data; and, have advanced the VIO autonomous landing technology. This technology has permitted a small UAV to autonomously take off, station keep astern of the flight deck, and then land back on the moving flight deck of YP689. Additionally, Professor Lee�s proprietary hardware and software tools are intricately tweaked for continuous improvement and advancement. At this time, there are no other known companies capable of providing ship air wake data analysis inclusive of all the unique specs and proprietary software guaranteed to coincide and seamlessly work with the present data collection system. The required Period of Performance (POP) is 01 August 2022 � 31 July 2023.
